BACKGROUND:

IRC began working in South Sudan in 1989. South Sudan declared independence in July 2011 following decades of brutal civil war rooted in disputes over religion, ethnicity, resources, governance and self-determination. The security situation remains fragile and testing operational challenges abound. IRC-South Sudan operates a country office in Juba, and field offices in Lakes, Unity, Northern Bahr el Ghazal and Central Equatoria states. Currently, IRC South Sudan implements programs in primary health care, community case management, nutrition, environmental health, women’s protection and empowerment, protection and access to justice and livelihoods, and is scaling up its response in these areas.

 

JOB OVERVIEW:

The Coordination & Information Manager will be responsible to collect and disseminate information on the needs and activities within the county working closely with local communities, partner organizations and UN agencies to ensure assistance is based on needs and well coordinated. She/he will hold coordination meetings at the county level with all humanitarian actors present and will act as state focal point for information dissemination to the clusters and other nationwide coordination mechanisms.  

 

The Coordination & Information Manager position is based in Koch (Unity State). This position will report to the Field Coordinator and will receive technical support from the Information Management Specialist based in Juba.

 

MAJOR RESPONSIBILITIES:

Program Management – Coordination

  • Work closely with local communities, existing leadership structures and humanitarian organizations to collect timely and comprehensive information on population movements, needs, ongoing responses, gaps and access.
  • Actively disseminate the collected information through existing forums at the local and national level
  • Support humanitarian agencies seeking to provide support in the county to identify needs by ensuring they have access to the available information and are well informed on the needs, the security context and potential access points
  • Organize regular coordination meetings with all actors on the ground to ensure a coordinated approach both in terms of program implementation and operational needs
  • Liaise with relevant stakeholders to ensure that needs identified during coordination meetings are addressed
  • Closely work with the advocacy team to ensure needs within the areas are addressed and highlighted at the national and international level
  • Work closely with IRC program teams to ensure NFI distributions under UNHCR grant are integrated to the maximum extend within the planning of other IRC sectors
  • Ensure regular reporting to the Information Management Specialist and the CCCM cluster (through the Information Management Specialist).

 

Staff Management

  • Recruit all national staff for the project in conjunction with the Human Resources Department
  • Maintain updated job descriptions, conduct interviews, orient new staff to the IRC and the program
  • Provide ongoing supervision, leadership, training and technical support and guidance to program staff, and ensure all program staff adhere to best-practice principles in all aspects of program implementation
  • Overall responsibility for program team’s timesheets, work plans, vacation schedules, and staff training/development activities
  • Ensure Performance Management System documentation for all staff is in place and followed up regularly
  • Build staff capacity in work plan development and reporting to ensure accurate monitoring and documentation of activities
  • Ensure program staff understands and follows IRC and donor Policies and Procedures

 

Grants Management and Reporting

  • Manage and oversee all the CCCM budget lines by means of work plans, spending and procurement plans to ensure that project deadlines are met and targets achieved;
  • Participate in Grants Opening, Mid-Term and Closing meetings;
  • Prepare internal and external reports within agreed deadlines using IRC and donor formats, as required;

 

Representation & Coordination

  • Develop and maintain effective working relationships with all stakeholders, including community leaders, NGOs, UN agencies, community-based organizations and other IRC sectors to enhance cooperation and coordination;
  • Ensure that information from coordination meetings is shared internally and with other sectors, as appropriate.

 

KEY WORKING RELATIONSHIPS:

Position Reports to: Field Coordinator
Position directly supervises: CCCM national staff

Indirect Reporting: the Coordination & Information Manager has a dotted “support” line to the Information Management Specialist
Other Internal and/or external contacts:

Internal: Protection and Rule of law Coordinator, HQ based IRC Technical Advisors, other Program Managers and Coordinators

External: Relevant other stakeholders e.g. UN bodies, NGOs, local and national authorities,

 

JOB REQUIREMENTS:

  • University degree in international relations, social sciences, or other related field; 
  • At least 3 years professional experience, including 2 years implementing protection, community outreach or humanitarian coordination programs in emergency and conflict contexts; Program start up experience an advantage.
  • Distribution experience an advantage
  • Experience in emergency settings / conflict areas.
  • Demonstrated experience in humanitarian coordination
  • Strong understanding of  community dynamics and protection principles in the South Sudan context as well as conflict sensitivity
  • Experience in working with and coordinating with the UN, donors, INGOs and other stakeholders
  • Strong interpersonal, intercultural and communication skills
  • Excellent analytical and written skills, and good computer skills
  • Fluency in English
  • Additional qualities: ability to multi-task, ability to handle pressure well, ability to improvise, flexibility, adaptability to transitions

 

WORKING ENVIRONMENT:

The security level is orange. The situation in Koch is calm at the moment but remains tense and unpredictable as it is close to the front line between opposition and government forces. There has been active conflict in the neighboring county of Rubkona at several occasions and there exists a real possibility for further expansion of the conflict and violence into other areas and other states.

 

Lodging in field sites range from a tent to a traditional hut to permanent structures. Field compounds have common latrines and showers. All IRC sites have electricity and internet at least several hours per day. Food is the individual’s responsibility.
