CARE International UK is looking for consultants to help with the development of proposals for the UK's Conflict Stability and Security Fund (CSSF) to expand CARE's role in responding to peace building, gender equality and governance challenges in regions such as the Middle East and North Africa, the Western Balkans, the Sahel and the Horn of Africa. 

There are several opportunities in the CSSF pipeline that CIUK is scoping, and due to the fast turn-around of CSSF projects, we require consultants who are able to be available at short notice.  We are particularly looking for consultants that have a track record of success writing bids for the CSSF or DFID, and that have technical experience in governance, rule of law, women's empowerment, and/or peacebuilding.

Each consultancy is likely to last for a maximum of 10 days, negotiable (to be finally concluded after having received the consultant's budget and offer). Remote support is acceptable, allowing for the consultant to work from their home base.

SCOPE OF WORK

a. Write the technical sections of the proposal including methodology, theory of change, monitoring and evaluation, conflict sensitivity, stakeholder management and any required annexes as per donor formats and requirements.


b. Review all donor guidelines to ensure the proposal aligns with donor expectations. Review key documents shared by the CARE country office, CIUK and partners. Research additional relevant information for use as reference documents in the proposal.


c. Facilitate a virtual  design workshop that will form the basis for the proposal development. Work closely with the CIUK Funding Coordinator in charge of the proposal to meet deadlines, and lead technical discussions with the country office and CIUK technical advisors to develop and finalize methodology.


d. With support from CARE finance staff, contribute to the budget development and ensuring the budget and the proposal are aligned.

QUALIFICATIONS AND EXPERIENCE

•Master's Degree in International Relations, Inclusive Governance, Gender, or a related higher degree


•A minimum of three (3) years of relevant experience in proposal development.


•Technical expertise in one or more of the technical areas of governance, women's empowerment, rule of law or peacebuilding. 


•At least three (3) similar assignments related to the preparation, formulation and development or management of UK-Government projects within the last two (2) years.  At least one of these should be on a commercial contract rather than a grant.


•Have a strong understanding of CSSF and/or UK Government policies


•Previous experience in fragile and conflict-affected states required. Experience in the Middle East and North Africa, the Horn of Africa, the Sahel or the Balkans an advantage.


•Very good English writing skills
