Role & Responsibilities
Work under the supervision of the logistic manager and in functional relationships with the other HQ departments. Develop and strengthen Medair’s capacity in the areas of logistics program support, procurement, and contribute to the professional development of logistics within Medair. Support field operations and assist in HQ functions as requested. Train field logistic staff and deploy in emergency responses in “wave 1 or 2”.

Project Overview
Medair Headquarters (HQ) provides operational guidance for country programmes and activities, along with both technical and compassionate support for our relief workers. Within our headquarters and affiliate offices, we are also responsible for promoting the work of Medair to the world, to raise and manage the funds needed to run our life-saving and sustaining programmes. These teams are together responsible for recruiting international and HQ staff, and like our field teams, we are committed to serve the world’s most vulnerable with practical and compassionate care.

Medair

Internationally recruited field and headquarters staff lead the organisation, supported by nationally recruited staff to implement programmes locally.

Key Activity Areas
Program Support
• Liaison with HQ and field country team members, especially Head of Country Programme, Finance Programme Officer and Logistics Manager of assigned country programs to provide logistics support.
• Ensure procurement planning is in place for all projects.
• Contribute to and validate the logistics component of proposals, budgets and project reports.
• Support and train field logistics staff.
• Follow developments and changes in donor procedures and guidelines that pertain to logistics.
• Develop, organize and deliver training to logistics staff both at HQ and in the field.
• Carry out field visits and assess adherence to logistics procedures, identify possible areas for improvement, develop and implement changes and new procedures when and where required.

Business Process Expert – Procurement / Medical Logistics
• Act as the BPE (Business Process Expert) for procurement within Medair.
• Responsible to identify, develop and implement improvements in logistics policies, procedures and processes. Manages suppliers & contracts.
• Ensure policies and procedures are developed and kept up-to-date, serve as a reference point for questions, information and training.
• Support HQ and field staff on use and implementation of procurement procedures and applications, provide feedback and develop or update procedures and applications where needed.
• Build up and maintain a knowledge database, provide training and support material on procurement planning, procurement and other logistic topics where applicable.
• Knowledge sharing: ensure that information is available and easily accessible by field logistics staff; communicate on new developments and tools, using available IT tools as much as possible.

Other
• Develop, implement and support both HQ and field staff in logistics working procedures and initiate improvement proposals.
• Cover for other logistics team members when absent.

Emergency Response
• Deployment to emergency responses in wave 1 (within 24-48 hours) or wave 2 as logistic manager.
• Coordinate and lead initial logistics set up for new locations and country programmes, emergency response and  assessments.
• Available for short term field assignments to work alongside field logistics staff aimed at process improvement, strengthening of local capacity and implementation of logistics procedures.

International Headquarters - Team Spiritual Life

Qualifications
• Professional qualification in logistics or training in Supply Chain Management, Business Management or a related field.

Languages
• Strong working knowledge of English (spoken and written).
• Working knowledge of French (spoken and written) desirable.

Experience / Competencies
• Minimum one year logistics experience in emergency or development context at a coordination level.
• Experience and skills in proposals input, procurement planning, budget development and contributing to project reports.
• Logistics experience in a cross-cultural, challenging environment.
• Experience of coaching and training logistics staff.
• Ability to promote collaboration and share information effectively throughout the organisation and with a large network of external partners.
• Advanced planning, coordination, assessment, analytical and problem solving skills.
• Demonstrable knowledge of rules, regulations and donor policies governing the compliance/regulatory management of procurement rules from US, EU, UN and other agencies.
• Excellent interpersonal skills, ability to work both independently and as a member of a team.
• Creative, open-minded, flexible, self-learner.

• This is a HQ based position in Switzerland. The candidate must be prepared to undertake extensive field travel to country programmes for deployments of 2-3 months in duration; and willing to work in remote and insecure locations.
