The Role

The Thomson Reuters Foundation is seeking an experienced and dynamic candidate for an anticipated donor‐funded project on 'Strengthening Independent Media in Syria'. The project focuses on improving access for Syrians to unbiased, accurate information as a mean to empower citizens, hold Syrian regime and opposition groups accountable while continuing to build and support the independent media sector in Syria.

Duties and Responsibilities

The Media Training and Capacity Building Expert will play a critical role in ensuring that key organisational capacity needs of selected media outlets are increased in order to strengthen the quality and reach of local media. S/he will be based in Gaziantep and will report to the Project Chief of Party with direct links to the TRF’s Project Manager based in London. This is a full time position.

The responsibilities include but are not limited to:

- Manage the media development training component of the project with a focus on providing continuous training and capacity‐building support to a group of Syrian independent media organisations.
- Develop capacity building frameworks and lead on the implementation of training needs assessments of selected media organisations.
- In consultation with a pool of experts, design and develop training programmes to enhance robust editorial processes across the selected media outlets.
- Hold financial responsibility for the efficient delivery of media training.
- In coordination with the Chief of Party, support the identification of training participants and ensure that due diligence has been conducted on beneficiaries.
- Contribute to the development of the M&E framework and reporting mechanisms.
- Produce specific reports and contribute to the overall project M&E plan reports as requested by the donor.
- Responsible for the financial planning, spending, and managing of the media training component.
- Contribute to overall project communication and knowledge management.
- Ensure quality of training delivery is maintained and training milestones are met.
- Prepare work plans, reports and other relevant documentations to contribute to the overall implementation of the activities.

Qualifications and Person Specification
- Master’s degree in Social Sciences, Organisational Development, Journalism, Media Studies or any other related field.
- Minimum of 10 years professional experience of which at least five years spent in media or international development.
- Minimum of five years professional experience in planning and managing appropriate interventions in learning and development.
- Involvement and expertise in developing capacity building course planning and programmes in areas of media development.
- Hands‐on experience in training needs assessments, identification of capacity building needs, training/capacity building at national, regional or international level is essential.
- Experience and skills in networking, knowledge management and information technology would be assets, preferably including the establishment and management of websites and information database.
- Ability to work independently with minimal supervision and in a team.
- Fluent in Arabic with good knowledge of English (written communication and presentation skills).
- Able to work under pressure and deal concurrently with multiple assignments.
- Ability to build strong relationship with stakeholders, donors and beneficiaries.
- Flexibility, willingness and ability to travel in the region.

Project Duration: 24 months (full‐time position, fixed term contract)
