Summary of role / Terms of reference

Dimension

  • May matrix manage staff in specialist disciplines, or project manager, including leading and reinforcing a small team in own specialism.
  • Objectives setting with line manager, mainly relating to the quality of programme work in specialism for project or programme and the implementing team.
  • Carry-on ongoing assessment and propose adequate and adapted program to context/population needs.
  • Diverse and complex problem-solving, requiring professional knowledge field experience and an understanding of development and humanitarian work.
  • Advice and problem-solving with limited information.
  • Ability to contribute to write strategies/proposals/reporting/case study.
  • Work patterns are not routine and often high pressure.

  • Impact on external policy and practice of other agencies and through advocacy and policy work on the international debate in relief and development.

Programme support

  • As part of a multi disciplinary team, carry out rapid and ongoing assessments of the public health risks faced by communities affected by emergencies. Make recommendations for response interventions which are consistent with Oxfam’s policies and guidelines.
  • Identify and assess the current resources and capacity of national teams and counterparts, humanitarian agencies and government authorities to respond to the public health needs arising from the emergency. Identify any unmet needs likely to present risks to the health of the affected population.
  • Lead and task support a PHE and PHP international and national team; follow up capacity building in collaboration with Team Leader.
  • Ensure harmonization PHP/PHE, Implement health public initiatives appropriate to the context.  This will involve working in close collaboration with engineering colleagues to ensure that technical and social aspects of WASH programming are closely integrated and with EFSVL and Protection colleagues to maximise the potential for cohesive programming for protection crisis – under nutrition response and cholera outbreak.
  • Ensure WASH quality program monitoring is in place and carry out regular field visits. Engage with women and men and children in the affected populations in the assessment, planning, implementation and monitoring of WASH activities and play a key role in ensuring that communities are informed and consulted about Oxfam’s work and have opportunities to give their views on, and influence programme activities.
  • Contribute towards planning and proposal writing in order to provide clear objectives and establish indicators for monitoring and evaluating the programme including indicators relating to participation and gender.
  • Budget management and design, and tracking for sectoral activities

 

Key skills & Competencies required e.g. Language, technical expertise:

  • Proven experience in responding to and leading scale up of large scale WaSH and/or complex emergencies
  • Experience of remote support to WASH programmes, including the ability to facilitate debate and influence people.
  • Experience of WASH capacity building in different cultures and with people of varying educational background.
  • Experience of program development and strategic planning in a variety of contexts.
  • Excellent conceptual and analytical skills.
  • Flexibility, stamina and ability to work under pressure to meet tight deadlines, to work unsociable hours as necessary and ability to work independently in a fast paced environment.
  • Proven collaborative, and self-management and people management skills, including flexibility and respect for others.
  • Ability to model Oxfam's values (empowerment, accountability and inclusiveness) with staff, partners, allies and other stakeholders.
  • Demonstrable understanding and experience of gender and diversity issues and proven commitment to promoting gender equity
  • Willingness and ability to travel
  • Fluency in written and spoken French

No visa required for Haiti, but transit visa may be needed (Shenghen or US)
