SCOPE OF ROLE:

Reports to: Country Representative

Role Dimensions: Emergency Response of expected $5-7M with 30-50 staff in both capital and field location; multi-sectorial interventions namely – Child Protection/Psychosocial; Shelter/NFIs; FSL and Education.

Staff reporting to this post: Finance Officers, Assistants

KEY AREAS OF ACCOUNTABILITY:

Finance

  • Provide a high standard of financial accounting in emergency programmes, ensuring to Save the Children accounting policies and to local statutory law.
  • Managing day to day activities of the country office Finance function.
  • Supervise accounting procedures: filing and completeness of the documents, allocation of expenses, vouchers registration, balance checking, etc
  • Review and follow up on all program/salary advances to insure a timely clearance
  • Review and insure that receivables and payables are collected on a timely fashion
  • Follow up with the various offices to obtain all necessary supporting documents to clear member control account
  • Manage the Financial Management System (FMS Agresso) reconciliations and ensure accuracy of balance sheet items
  • Assist in preparation of periodic finance reports
  • Maintain a periodic review of offices to insure a managerial and internal control is in place
  • Provide technical support to the field offices via remote monitoring and direct assistance where required
  • Ensure accounting systems, policies, internal controls and procedures are followed for the collection of accurate, complete and timely financial data (e.g.: budgets, forecasts, expenditure, commitments, payroll, and delegation of authority).

Sub-award management

  • Lead all partners finance-related due diligence and vetting processes and, as necessary, provides technical assistance to meet capacity gaps identified in the process
  • Review potential sub-grantees' proposals and budgets
  • Manage the review process and payments relating to sub-grantees / sub-contractors financial reports
  • Coordinate field visits to sub-grantees to check the financial report supporting documents

Cash Management and Banking

  • Support with management of the cash flow to ensure timely and secure transfer of funds to meet humanitarian program needs, liaising with local bankers as required
  • Oversee the maintenance of all bank account related documents, including bank reconciliations
  • Manage the Finance Team to ensure all financial records are accurate, fully compliant and that petty cash and cash advances are accurately recorded and tracked

Control & Supervision

  • Take appropriate steps to minimise the risk of fraud or theft
  • Ensure the security of all cash and assets (e.g.: regular cash and bank reconciliation, fixed asset and inventory physical checks)
  • Recruit, train and manage finance staff and ensure effective performance management is in place.
  • Carry out inductions and staff trainings for finance procedures etc
  • Support with internal and external auditors as necessary, liaising with other departments to ensure information is provided as requested and co-ordinate closure of action items resulting from these audits

Management of FMS / Agresso

  • Directly update the Financial Management System (FMS) with humanitarian budget, forecast and expenditure information
  • Maintain and regularly review (FMS) master data
  • Provide periodic up to date financial data to award management and program implementation units (BVAs, Transaction listings)
  • Coordinate any re-charges needed

Grant / Contract Management and Compliance

  • Ensure compliance with all donor requirements and advise budget holders on compliance issues

Other responsibilities

  • Review the monthly payroll calculation and related taxes and ensure accuracy
  • Participate in monthly finance team meetings, financial closing and ensures accuracy of reports to be submitted to SCI centre
  • Assists in preparation of all documents for audits and facilitates the work of the auditor’s in-country.
  • Performs field visits to major project sites
  • Take up additional financial and grants management responsibilities as requested by SMT to support humanitarian activities.
