The Role:

Since the beginning of the civil war, Syria has faced a complex and deteriorating humanitarian situation. Decreasing humanitarian space coupled with a highly mobile population requires a multifaceted response to the vast humanitarian crisis. Drastic changes to pre-existing market structures and a decreased productive base continues to devastate Syria’s economy with high rates of unemployment and lack of income generating opportunities. Now in the fourth year of the crisis, the ongoing humanitarian response is transitioning away from emergency programming and toward more sustainable approaches utilising existing market systems.

With a growing move towards cash transfer programming, the Cash Based Responses – Technical Working Group was established in March 2014 to work with humanitarian actors to develop a community of practice.

The Cash Based Responses – Technical Working Group Coordinator now plays a central role in coordinating the scale up of cash based responses in Syria while ensuring harmonisation and adoption of best practice. The Cash Based Responses – Technical Working Group is mandated to streamline the design, development and implementation of cash based responses while working to develop standards, harmonise approaches and ensure best practices are adhered to. The Coordinator will be responsible for leading the group forward through building upon evidence, best practice and shared learning within the technical working group.

Required Qualifications and Experience:

  • A graduate degree in an appropriate technical field.
  • Substantial experience in humanitarian/development work focused on Cash transfer programming experience.
  • Expertise in Monitoring and Evaluation (M&E) for Cash Based Responses (CBR), preferably in a remote management context.
  • Demonstrated Knowledge and understanding of approaches and tools for undertaking market analysis
  • Strong experience in research; collecting and analysing information on cash based responses.
  • Practised presenter of information to an external audience and in conducting trainings.
  • Excellent coordination skills such as ability to liaise with various agencies/individuals, organise events, prioritise work and ensure a smooth flow of information and an environment of cooperation and information sharing.
  • Excellent analytical skills with ability to influence decision makers.
  • Ability to work independently and to work with people located in different geographic locations and in other organisations.
  • Excellent spoken and written communication skills in English.
  • Sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts.
  • Experience working within the Syrian response would be an asset.
