CDR Manager, South Kivu - DRC

 

SCOPE

 

IRC (lead agency) and Care International are implementing a large scale CDR program in the Democratic Republic of the Congo. With a budget of 150 million USD, this 7 year program (2007 – 2014) aims at helping around 2000 villages across Eastern Congo rebuild their community and gain a better understanding of the positive values of good governance. At this moment the program running at transitory phase up to February 2016.

 

The South Kivu CDR Manager will directly report to the Provincial CDR Coordinator. Together, they will be in charge of the management, the supervision and the monitoring of all activities related to the program in the South Kivu province. They will be responsible for managing activities in over 180 villages and administer a budget of approximately 1.7 million USD for 2015 .

 

 RESPONSABILITIES

 

Program Implementation

  • Ensure the supervision and the assessment of the quality of program activities in the field. This implies regular visits to the sites.
  • Supervise and improve the monitoring and evaluation process of the activities.
  • Consolidate the monthly work plans to be shared with the rest of the provincial CDR coordination team. (Other managers and territory supervisors).
  • Provide technical support to the staff.
  • Help to develop implementation plans to achieve the objectives determined by the national coordination of the program.
  • Actively drive methodological changes to ensure program objectives and outputs are achieved.
  • Support the Provincial Coordinator in the day-to-day operational management of the CDR SK program.

 

Budget Management

  • Monitor the subgrants disbursements.
  • Assist the Provincial Coordinator in the financial management of the program.
  • When required, assist CDR Coordinator with review of financial documents (advance and liquidations).
  • Consolidate financial reports and projections developed with the CDR coordination team.
  • Develop new systems to improve financial supervision and monitoring of the program field activities. 
  • Identify gaps and propose solutions.

 

Human Resources

  • Directly supervise the Subgrants Financial Officer.
  • Directly supervise the Process and Quality Manager and indirectly the quality team.
  • Ensure training and capacity building for staff so that they can better plan, implement, and monitor program activities.
  • Assume the interim of the CDR Coordinator in his absence.

 

Communication and Reporting

  • Contribute to the quarterly report (financial and narrative).
  • Assist the CDR Coordinator to facilitate any external visits to the program in South Kivu and represent IRC CDR with external stakeholders (donors, media, etc.).

 

REQUIREMENTS

 

  • Masters in international development, business administration/management or economics or other related degree preferred (or equivalent in field experience).
  • At least 2 years of program supervision including financial management, activity planning and staff supervision.
  • Substantial overseas experience in conflict or post-conflict context (ideally in Africa).
  • Substantial previous experience in governance program.
  • Demonstrated experience providing capacity building and mentoring for staff.
  • Demonstrated skills in monitoring and evaluation of project desired.
  • Strong skills using excel sheet and monitoring tools.
  • Fluency in French and English is required. Knowledge of Swahili would be an asset.

 

 

SECURITY SITUATION / HOUSING

 

The CDR Manager will be based in Bukavu with regular monitoring visits across the province. While security in Bukavu is generally calm, civil conflict is ongoing elsewhere in the province, and the area is considered unstable at times. Strict adherence to security guidelines is requested of all IRC staff. The CDR Manager will be provided with comfortable shared housing. This position is non-accompanied.
