ESSENTIAL COMPETENCIES

• Master degree in economics, agronomy, political science, international affairs, or other related field.
• Minimum 3 years’ experience working in foreign countries and agricultural, livelihoods, or other related development projects
• Excellent abilities in dealing with donors for presentation and negotiation of project proposals
• Proven experience in project writing (from assessment to final presentation)
• Knowledge in procurement procedures
• Communication skills with ability to work closely with local staff, beneficiaries, and partners
• Highly flexible and strong organizational and leadership skills
• Excellent problem-solving and analytical skills
• Strong leadership, supervisory and interpersonal skills as well as experience with NGO procedures, approaches and operations
• Strong computer skills including Microsoft Word, Excel, and Access
• Fluency in French (written and spoken)

DESIRABLE COMPETENCIES

Prior experience in Haiti desirable

Knowledge of English and Italian

WORK CONTEXT

Cesvi has been working in Haiti since 2009, implementing its projects in the field of emergency, children’s rights, food security and watershed management in the South, North and West departments.

This project, located in the department Sud aims at reinforcing farmers’ resilience to climate change through the promotion of best practices for a sustainable management of natural resources. Cesvi uses the farm planning methodology to train beneficiaries to use innovative agricultural techniques respectful of the environment. Moreover, the project has for objective the creation of cooperatives in fruit transformation and seed production. The project is implemented in collaboration with the Direction Départementale Agricole du Sud (DDAS) and the United Nations Development Programme (UNDP).

JOB DESCRIPTION
 
The main duty station will be Les Cayes and Port au Prince for coordination and representative duties. The person will respond to the HQs Desk Officer.

The PM & Country Representative has the responsibility to manage and report on all aspects of the project, in line with the objectives, timeframe and budget, while also acting as the Country Representative, supervising the other projects managed by the local partners and to liaise with actors and seek funding opportunities.

Main tasks and duties:

Project management

1. Be responsible for the overall projects management and implementation, including budget compliance
2. Supervise all activities related to project management, including administration, accounting, procurement (in accordance with Cesvi rules and regulations), staffing and reporting
3. Supervise all project activities, guaranteeing a constant support to all project stakeholders
4. Guarantee clear documentation of all project activities, through reports and other visibility tools, as required and agreed upon with Cesvi headquarters and the donor.
5. Support the UCDDJ (national organization) whenever necessary for the successful implementation of the House of Smiles’ activities.

Representation

1. Be the legal representative in the Country, complying all the tasks and the legal duties
2. Manage liaisons with local, national, and international actors (governmental entities, European cooperation, UN Agencies, local and international NGOs, private sector and civil society associations and other stakeholders), with special attention to Alliance2015 members
3. Produce planning documents, including related financial provisions under the supervision of the Desk Officer at Headquarters level
4. Ensure the elaboration of monthly internal report to be submitted to the Desk Officer on achievements, projects, problems encountered, pertinent developments, and strategic needs
5. Be involved in visibility actions taken by Cesvi headquarters in order to promote in-Country activities and to raise funds accordingly
6. Attend meetings with UN Agencies representatives, EU representatives, local and international NGOs officers, private sector and civil society representatives, whenever required
7. Seek funding possibilities and create project proposals for private and public donors, according to Cesvi Country strategy

The PM & Country Representative will attend a compulsory training at the beginning of his/her assignment at Headquarters level and carry out briefing and de-briefing meetings with the Desk Officer at the beginning and at the end of his/her assignment.
