VISION AND DESCRIPTION OF INTERNATIONAL PROGRAMS

The International Programs team pursues this vision of lives transformed in some of the most difficult circumstances in the world through meaningful engagement with refugees and internally displaced people, innovative human-centered program design, and rigorous attention to outcomes.

The International Programs team includes over 1,800 individuals in nine countries, Minneapolis and Washington D.C. Working together and respecting our diverse cultures and experiences, we strive to maintain the highest standards of teamwork and collaboration. 


PRIMARY PURPOSE OF THE POSITION 

The Regional Manager position is a key management position within the International Programs (IP) Department at ARC headquarters in Minneapolis, Minnesota, or at an offsite location approved by the Director of International Programs. The Regional Manager is responsible for four or five ARC country teams to provide proactive supervisory management support, coordinated guidance, and quality technical and administrative assistance. The Regional Manager plays a central role in ensuring a collaborative relationship with country management and headquarters teams, and maintaining a dynamic, open team environment.


MAJOR AREAS OF ACCOUNTABILITY 
PRIMARY DUTIES/RESPONSIBILITIES % OF TIME

Program and Operations Management - 40%

In collaboration with Country Directors and leadership in other departments, strengthen the disciplined management, timely execution, and accountability of programs. 

  • Provide guidance and management coaching to Country Directors and field staff.
  • Quickly identify obstacles to timely delivery of quality programs and work with country teams to solve obstacles creatively and rapidly.
  • Provide ongoing assessments of programmatic opportunities and risks related to overall program performance, as well as efficacy of ARC procedures, tools and guidelines. Present assessment results and propose strategies to enhance program performance on a regular basis.
  • Conduct in-depth country and field visits to provide capacity building, assess effectiveness of country programs, operations, and country strategy implementation, and provide management support as needed.
  • Ensure management and operations staff at the field level understand and adhere to ARC operations policies and procedures, crisis management, procurement, vehicle operations and fleet management, asset tracking, warehousing, disposition of property, new program start up, and site close down.
  • Support Country Directors and Finance Controllers in managing cash flow and receivables in collaboration with the Finance Department.
  • Ensure that program management standards are monitored and ongoing training and technical assistance needs are identified and provided to core management staff in each country program.
  • Lead implementation of quality and performance improvement efforts in collaboration with field staff and headquarters senior management team as needed.
  • Supervise and build capacity of headquarters program management support staff.
  • Supervise ARC Country Directors, performing such routine tasks as annual performance reviews and goal setting travel and leave approvals, recruitment and hiring in case of vacancies, regular performance feedback, etc.



Grant Management - 30%
Ensure country management teams plan and manage grants effectively, achieve program and spending targets, submit donor reports on time, and meet regulatory compliance requirements.

  • In collaboration with Country Directors, Senior Program Coordinators, Finance Controllers, Project Managers and Program Coordinators, actively manage burn rates to ensure that grants are fully spent according to grant agreements. Analyze causes of under-spending and over-spending when they occur, develop and track follow through on appropriate action plans.
  • Review monthly dashboard and financial results and action plans to meet targets.
  • Work in collaboration with the Grants Management Unit to ensure complete grant documentation, agreement review and signing, and grant closure.
  • Monitor and standardize country teams’ application of ARC grant management tools and processes.
  • Engage support of the International Programs team and other departments as needed to solve problems and provide support to country teams in addressing grant management challenges.
  • Contribute to ongoing improvement of grant management tools, including grant status tracking, donor requirements and regulations, burn rate monitoring, report compilation and collection, and ARC policy and donor regulations.


Grant Proposal Budget Oversight - 20%
In collaboration with Country and Program Development staff, review proposal budgets to ensure that they provide effective coverage of proposed activities and maximize inclusion of headquarters and field core costs.

  • Lead continuous quality improvement of ARC budgeting tools and processes.
  • Review proposal budgets, ensuring accuracy in the use of standard ARC budget tools.
  • Build capacity of field and headquarters staff in project planning, financial projections, use of ARC budget tools and negotiation skill with donors.


Inter-Departmental Coordination - 10%
Maintain positive, cooperative relationships with other ARC departments and colleagues in DC to ensure a coordinated and collaborative approach to field operations support. 

  • Play key role in the annual budget development process including such responsibilities as: providing technical assistance to Country Directors and Financial Controllers, developing proposals for departmental vetting, and facilitating the rollout of final approved budgets.
  • Coordinate with all HQ departments to ensure that program and grant management needs are met in a timely way.
  • Contribute to International Programs and ARC strategy development.
  • Work with country teams to find, craft and communicate compelling stories about ARC programs in collaboration with Communications and Program Development teams.
  • Prepare internal reports and updates as requested.
  • Provide collaboration and back up as requested for Security Management Support.

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED
 

  • Undergraduate degree with concentration in business, international relations, development studies, or similar discipline; Graduate degree preferred.
  • Minimum of 7 years management experience, preferably in international NGO operational management, including at least 3 to 4 years field experience in international humanitarian/disaster/post-conflict situations.
  • Demonstrated ability to supervise staff in a productive, collaborative team.
  • Proven skills in proposal budget review, tracking, financial and grant management.
  • Demonstrated familiarity with donors such as USAID/OFDA, Department of State/BPRM, and UNHCR.
  • Excellent oral and written communications skills.
  • Excellent analytical skills.
  • Excellent organizational skills; ability to prioritize multiple tasks and meet deadlines.
  • Excellent interpersonal skills; team player.
  • Excellent problem solving skills.
  • Experience in training, mentoring and coaching.
  • PC experience: Microsoft Office, Excel, Internet, E-mail systems.
