Program Director

Overall objectives
Working for the Head of Programs and coordinating with the Governance and CDD interventions Coordinator, the Protection Coordinator and the program Quality Manager, the Project Manager will manage an ambitious one year DFID funded Program of 1,6 M Pounds (with possible extensions) with 4 components: Protection activities (Information dissemination/referral/cash assistance), community center development and management (including income generating activities aiming to guarantee incomes and sustainability), informal education and psycho-social activities for children and youths, as well as capacity building of local partners.

Background
DRC is an International non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. With the vision that no displaced person must be in want of help to find protection and durable solutions, DRC provides assistance and protection to conflict-affected in many of the major conflicts in Asia, Africa and Middle East. The assistance can consist of relief and other humanitarian aid, rehabilitation and support to returning home, and the promotion of durable solutions.

In Jordan, DRC has established solid emergency interventions including Cash Assistance, NFI distributions, Shelter, protection referral. DRC-Jordan is currently operating in Amman, Maan, Tafileh and Karak Governorates. Main Donors are ECHO, BPRM, OCHA ERF, DANIDA, SIDA and DFID.

DRC is now moving toward the implementation of projects aiming to respond to needs of communities dealing with a protracted crisis requiring strong mobilization mechanisms as well as toward community driven interventions.

The DRC’s work within this sector includes currently a large community based project in Amman working in partnership with service delivery institutions, and community organizations and, in partnership with an INGO, a CDD based project in the Northern Governorates. Working for the Head of Programs and the Community Mobilization Advisor will develop and systematize DRC’s Jordan approach to projects implying a strong community mobilization and participation component.

Duties

Capacity building of the local partner:

  • Supervise and mentor the Project Coordinator, ensuring his/her involvement in all aspects of project implementation
  • Coordinate with the whole project team, ensuring that all partner’s staff receive adequate and timely support
  • Monitor partner’s progress and take necessary actions so that hand over is successful after 12 months
  • Maintain a constructive and cordial relationship with the partner throughout the project implementation
Project design, implementation and adjustments
  • Participate in the determination of organizational policies regarding such issues as participant eligibility, program requirements, and program activities
  • Meet on regular basis with the community groups to explain and explain agency purposes, programs, and policies.
  • Identify and analyze the needs of the communities to propose necessary adjustments to the program directions
  • Supervise the provision of direct services and support to beneficiaries
  • Identify, implement and evaluate community training programs
  • Plan and administer budgets for programs, equipment and support services
  • Oversee internal procedures to meet objectives set by senior management

Team management

  • Recruit, interview, and hire or sign up volunteers and staff
  • Organize and implement necessary staff training
  • Supervise the activities of  7 direct staff and of 40 indirect staff members and volunteers
  • Oversee performance evaluation and identify capacity building needs

M&E and reporting

  • Ensure that programs are of appropriate quality and that resources are used effectively.
  • Oversee the timely data collection and reporting at all levels
  • Prepare and maintain records and reports, such as budgets, personnel records, or training manuals

Networking and representation

  • Establish and maintain relationships with other agencies and organizations to meet community needs and to ensure that services are not duplicated.
  • Represent organizations in relations with governmental and media institutions

Qualifications

Master’s degree in international development with a focus on humanitarian response, and development management.

At least 5 years of experience in implementing multi sectoral Programs with a strong Community Oriented approach in a Senior Position

Experience and Knowledge Required

• Required substantial knowledge and proven experience in implementing, monitoring and evaluating community driven and community mobilization activities implemented in communities and social centers
• Required, training experience in community mobilization of field workers.
• Proven leadership skills and experience in creating, establishing and negotiating relationships and building alliances and networks with various stakeholders at community and senior levels.

  • Strong demonstrated experience in working with local partners
  • Strong proven reporting skills
  • Fluency in English
  • Arabic knowledge a plus

Conditions

Availability:     15. November 2014 the latest

Duty station:   Amman

Contract:         10.5 months with a possibility of extension, subject to funding. Salary and other conditions in accordance with the Danish Refugee Council’s Terms of Employment for Expatriates (available at www.drc.dk under Vacancies). The position will be placed at salary level A11.
