The Deputy Chief of Party (DCOP) will work closely with the Chief of Party (COP) to oversee the five-year $26 million USDA-funded Hatutan Program (Hahán ne’ebé Atu fó Tulun ho Nutrisaun no Edukasaun or “Continue and Support Food for Nutrition and Education”) which aims to improve literacy, health and nutrition outcomes in Timor-Leste schools in the 4 targeted municipalities which include pre-primary, primary, and upper-primary grade level students and their catchment communities.

This position, supervised by the COP, will provide technical oversight and support toward achieving project results and ensuring quality implementation of proven, high-impact interventions.
S/he will assist the COP in leading a professional team of Technical Managers/Advisors and Program Managers of the Implementing Partners in the accomplishment of the programme strategic objectives and intermediate results, in a complex implementation context.

The DCOP will be the project lead for commodity management and Monitoring and Evaluation system. The DCOP will oversee and manage the Commodity Management and Logistics and will be responsible for the direct oversight and project implementation of the warehouse, security and compliance aspects for commodity management of this program.

The DCOP will support the preparation and finalization of semiannual and annual project activity reports, leading on specific inputs related to the School Feeding Program, Commodity Management and related issues, verification of MEL reports, and all annual reporting against targets and McGovern Dole indicators.

The DCOP will oversee completion of all technical requirements, including project results, and deliverables in accordance with approved project work plans. In coordination with the COP, the DCOP will coordinate with key project partners, stakeholders, other USG implementing partners, and the government of Timor-Leste, particularly at the sub-national level.

The Hatutan project is a key component of CARE International in Timor-Leste’s (CITL) Long Term Program, and as such will coordinate, engage and collaborate with other CITL projects in order to achieve increased efficiency, effectiveness and to find synergies given that some of CITL’s programs are operating with the same sectors, partners and/ or geographical areas as Hatutan. CITL’s Long Term Program has the Impact Goal to improve the wellbeing and voice for women and girls in disadvantaged rural areas. The DCOP will work closely with CITL’s program support teams, as well as CARE/USA colleagues, engaging effectively in key processes, including Gender and Program Quality and ensuring compliance with relevant policies and processes, such as safety and security, fraud prevention and safeguarding policies (Child Protection and Protection against Sexual Harassment, Exploitation and Abuse).

The DCOP will ensure quality, efficiency, integrity, and learning throughout the project duration. S/he will provide strategic oversight and technical guidance to, and resolve challenges in the implementation of, cross-sectoral activities reflective of the program’s theory of change, logical framework, monitoring and evaluation, and relevant work plans. In addition to promoting quality, the DCOP will encourage efficiency in program delivery. This involves continually monitoring program tasks and activities against goals; minimizing duplication of personnel activities; and defining and using standard operating procedures. The DCOP is also expected to promote learning, innovation and improving skills of national staff, with a planned handover to a national.

Qualifications:

  • Bachelor’s degree in a related field.
  • Minimum of five-seven years’ experience in Administration, Commodity Management, and Logistics with Food for Education (FFE) and/or Title II commodities management as a Senior Manager.
  • Experience with Food Aid programs especially FFE, with an in-depth knowledge of USDA Regulations.
  • Prior experience in commodity management and logistics coordination within complex country program.
  • Proven exceptional leadership in the design, management, implementation, monitoring and evaluation of similar-sized international donor-supported programs, with skills in strategic planning and thinking, management, supervision and budgeting, and experience managing complex activities involving coordination with multiple program partner institutions.
  • Demonstrated skills building and maintaining relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations
