Contract length: 20 working days

The Role:

This consultancy includes the following objectives:

  • To determine the extent to which the Salam program achieved its goal and objectives as of the date of the evaluation, and assess the success of achieving them upon project completion;
  • To identify Save the Children institutional strengths and weaknesses as the implementing agency of the project.

Specifically the evaluation will examine these project elements:

  • Changes in context and review of assumptions (relevance): Was the project’s design adequate to address the situation, especially for vulnerable Iraqi youth? What internal and external factors have influenced the ability of beneficiary groups and Save the Children to meet planned targets? Is the project design relevant considering changes in Iraq’s socioeconomic and sociopolitical context?
  • Outputs achieved vis-à-vis projected targets (efficiency): Has Salam reached the planned number and profile of beneficiaries with planned activities according to the project timeline? Did Salam staff follow its budget plan, i.e., on time and appropriate spending in support of outputs and results for women?
  • Achievement of projected performance indicators and targets (effectiveness): How has Save the Children done with respect to agreed performance indicators? Does performance indicate probability in achieving the project purpose (specific objectives)? Have there been any unplanned effects from Salam – either positive or negative? Are there recommendations for improving project implementation / success?
  • Preliminary assessment of outcome/impact (effectiveness): Are there Salam results that show that the assistance has had an impact on target beneficiary group?
  • The overall sustainability of the project

The role will be based in Basra, Iraq.

Qualification and Experience:

Essential:

  • Minimum five years relevant expereince
  • Masters education in releavant discipline
  • Have demonstrated knowledge of current evaluation theory and practice, and proven experience in evaluating development projects, preferably youth and peace-building projects
  • Have solid knowledge of youth development, including for rural and peri-urban youth in the MEE region. Understanding of the contexts and acceptance to travel to all project locations is essential (including to southern Iraq, visa pending)

Desirable:

  • Language skills in Arabic and/or Kurdish
  • Experience or knowledge of working and living in relevant regions/contexts
  • Knowledge of Save the Children systems and ways of working
