The role

This evaluation will cover three ECHO grants which funded Save the Children International (SCI), Solidarites International (SOL) and CARE for an unconditional cash program and SCI for a shelter intervention in Lebanon. The evaluation will have two components: The unconditional cash program component, covering the cash interventions implemented by CARE, SCI and SOL, and the shelter component, covering the shelter intervention implemented by SCI, all under ECHO funding.

With regards to the cash component, the joint external evaluation is being undertaken to provide credible and useful information on the added value of unconditional cash programming, the relevance, coherence effectiveness and impact of this modality by using joint evaluation design and implementation processes.

With regards to the shelter component, SCI aims at assessing the achievement of the shelter activities against overall and specific objectives. Hence the evaluation will assess achievements towards the provision of emergency shelter support with complementary WASH to reduce health and protection vulnerabilities and restore basic privacy and dignity. The evaluation will also aim at identifying implementation successes and challenges in order to draw lessons learned and provide recommendations and best practices for future programs.

EXPECTED OUTPUTS

  • Inception report including methodology and draft tools
  • Debrief with program and management staff
  • Workshop presenting findings
  • Draft report
  • Final report (data set for quantitative and qualitative data attached)


Qualifications and experience

We are looking for two Evaluators to carry out the evaluation of the cash and shelter components simultaneously. The Team Leader will preferably lead the Cash component while a second Evaluator will conduct the Shelter evaluation under the direction of the Team Leader.

Cash Evaluator:

  • Preferably an Emergency Cash/Voucher Expert (team leader)
  • Master’s degree in planning, monitoring and evaluation, economics or social sciences
  • At least 8 years of documented experience in evaluation of emergency programmes, including cash transfer projects, preferably with a link to nutrition;
  • Extensive experience as evaluation team leader of emergency projects
  • Knowledge of cash transfer programmes in crisis context;
  • Knowledge of Near/Middle-East Context an advantage
  • Extensive experience in working with, INGOs and local NGOs, UN, local authorities, beneficiaries
  • Demonstrated analytical, writing skills
  • Fluent written and verbal English
  • Excellent knowledge of Arabic an asset

Shelter Evaluator:

  • Preferably an Emergency Shelter Expert
  • Master’s degree in planning, monitoring and evaluation, economics or social sciences
  • At least 5 years of documented experience in evaluation of emergency programmes, including shelter programmes;
  • Extensive experience as part of emergency project evaluation team;
  • Knowledge of shelter programmes in crisis context;
  • Knowledge of Near/Middle-East Context an advantage
  • Extensive experience in working with, INGOs and local NGOs, UN, local authorities, beneficiaries
  • Demonstrated analytical, writing skills
  • Fluent written and verbal English
  • Excellent knowledge of Arabic an asset
