BACKGROUND

The RRMP program (Réponse Rapide aux Mouvements de Population) is an emergency response program funded by UNICEF and covering Eastern DRC. The RRMP’s two main objectives are:

  • To conduct multi-sectoral assessments in areas recently affected by population movements (displacements or returns) in order to inform the South Kivu humanitarian community about the scope of these movements and the main humanitarian needs;
  • In the absence of another actor with the capacity to respond quickly, and on the basis of these assessments, to intervene in the sectors of non-food items (NFI) and water and sanitation (Wash) as well as Health in favor of the most affected communities.

IRC is one of the two RRMP implementing partners in South Kivu (and Katanga as well). The IRC RRMP team has about 50 staff, including two to three expatriates. The sixth phase of the program will run from May 1st 2015 to April 30th 2016.

SCOPE

The RRMP Quality Manager is responsible for the systematic monitoring of the program’s approach, methodology and interventions in order to ensure quality through adherence to the RRMP-wide technical guidelines and protocols. He/she will ensure that special focus is made with respect accountability, protection, and gender protocols. He or she will oversees the monitoring, protection and accountability teams as well as multi-sectoral assessments (MSA) teams - direct supervision of four teams. He/she is responsible for building capacity for national staff working under his/her supervision. S/he reports to the RRMP Coordinator and works closely with his/her counterpart in Katanga, NFI, WASH and Health Managers as well as Senior RRMP Coordinator (responsible for coordination of RRMP across South Kivu and Katanga provinces). The RRMP Quality Manager is based in Bukavu, but will spend up to 30% of his/her time in various field locations in South Kivu and occasionally outside South Kivu province.

RESPONSIBILITIES

Monitoring, Protection and Accountability:

  • Oversee the design and implementation of tools and methodologies for the monitoring and evaluation of humanitarian assistance activities during and after interventions;
  • Conduct regular field visits, produce reports and make recommendations to the RRMP Coordinator;
  • Oversee the implementation of recommendations in order to ensure continuous improvement of interventions;
  • Ensure correct application of accountability, protection and gender protocols during evaluations and implementation of activities through training and updating of protocols and methodologies;
  • Supervise the monitoring, accountability and protection team (1 manager, 6 Officers and 6 Assistants).

Multi-sectoral needs assessments:

  • Monitor the humanitarian situation in the province and contribute to the prioritization of areas of intervention;
  • Review and disseminate multi-sectoiral evaluation reports in coordination with the RRMP Coordinator;
  • Present summary results of multi-sectoral assessments during external coordination meetings in a clear and precise manner;
  • Supervise the MSA team (Manager, 2 Officer and 3 Assistants).

Capacity building:

  • Based on staff performance evaluations and the findings of the RRMP’s systematic monitoring, develop a staff capacity building strategy in collaboration with the RRMP Coordinator;
  • Design and implement training modules to build the technical capacity of the emergency relief team to enable them to better meet quality standards in priority areas related to adherence to protocols;
  • Identifies external training and learning opportunities for IRC’s emergency relief staff that respond to key needs in terms of capacity building to address weaknesses identified through monitoring of RRMP interventions.
  • Actively contribute to technical working groups organized by UNICEF and disseminate findings internally.

Reporting:

  • Contribute to the writing of donor reports and funding proposals;
  • Ensure the collection of quality data and monitoring of indicators;
  • Works closely with the Grants Manager to ensure timely and quality donor reporting.

Coordination:

  • Work closely with the RRMP Coordinator to ensure optimal joint planning, communication and sharing of information among the RRMP team;
  • Work closely with the Katanga Quality Manager to ensure methodologies and protocols are harmonized across the two provinces.

Divers :

  • Perform any other duty as requested by the RRMP Coordinator.

This position reports to the RRMP Coordinator and collaborates closely with the Senior RRMP Coordinator, Operations Managers, Katanga RRMP Quality Manager and the Grants Manager.

REQUIREMENTS

  • University degree; preferably an advanced degree in an appropriate field such as International Relations, Political Science or Development Studies.
  • Minimum of 3 years overseas experience, preferably in emergency settings and with international humanitarian organizations.
  • Demonstrated experience in monitoring and evaluation of projects including design of tools and methodologies.
  • Fluency in both French and English required.
  • Excellent writings skills in French.
  • Excellent organizational and analytical skills.
  • Excellent leadership, program management, interpersonal and communication skills.
  • Must be able to work independently while being a strong team player.
  • Ability to live and productively work under stress and in insecure and harsh environments.
  • Ability to multitask, to improvise, be flexible and show cultural sensitivity.

Security Situation / Housing:

The security situation is relatively calm but unpredictable. The more general South-Kivu context continues to be volatile and is characterized by latent but persistent conflict between different armed groups as well as more general crime. Security measures are in place (guarded compounds, movement restrictions, communication systems, etc). IRC expatriate staff live in shared housing. This position is unaccompanied.
