The role

The purpose of the study is to gain greater knowledge of the causes and circumstances surrounding the sexual exploitation of girls around diamond mining sites in Mbuji Mayi, Kasai Oriental. It is believed that the presence of the mines and mine workers has led to an increase in the sexual exploitation, particularly, prostitution of girls. The study aims to gain more information on the general demographics, number, family situation, and general circumstances of sexual exploitation and abuse around the diamond mines. It will also seek to gain greater information on the indirect consequences of SEA, particularly in regards to HIV/AIDS and sexually transmitted infections (STIs). Finally, it will determine what, if anything, local authorities are doing to prevent the situation of SEA of girls around mining sites. Based on the findings, the report will make pertinent recommendations that will be used to inform current activities as well as the design of future projects aimed at preventing and reducing SEA and responding effectively to child survivors of sexual exploitation and abuse.

The key learnings will be shared with various stakeholders, including Save the Children’s partners in DRC, local authorities, the Ministry of Social Affairs (MINAS), the Division of Social Affairs (DIVAS), and the Division of Gender and Family (DIVIGENRE).

Potential consultants are invited to submit a letter of interest no later than 27 May 2015 with the following information:

  • a brief outline (max 3 pages) of the consultant’s ability to undertake the review tasks with reference to similar work carried out previously, and a confirmation of availability within the proposed timeframe
  • Two samples of recent relevant study reports authored by the consultant
  • CV of the consultant

The study will take a maximum of 21 workdays. Activities are outlined as per the expected timeframe above.



Qualifications and experience

  • Advanced university degree in social sciences or equivalent with excellent understanding of child rights and child protection programming including sexual gender based violence (SGBV) and sexual exploitation and abuse
  • Extensive and proven international experience in designing and conducting independent evaluations, desk studies, and/or research related to child rights/child protection projects and programmes
  • Knowledge of gender programming and work to include marginalized groups is an asset
  • Good communication skills, good analytical and writing skills
  • Fluency in French and English
  • Knowledge of the DRC context desirable
