The Ebola outbreak in West Africa is unprecedented in scale and in the response required. No previous outbreak has had as many confirmed cases, or as wide of a geographic spread.  The situation is complicated by the porous nature of the regions’ borders, inaccessibility of the terrain and the presence of multiple active sites of transmission. The outbreak in Sierra Leone started in May 2014 and has rapidly spread due to porous borders, insufficient contact tracing, community fears and misperceptions. 

 

SCOPE OF WORK:

The IRC is leading the Ebola Response Consortium (ERC), a group of fourteen non-governmental organizations who are working in partnership with the Ministry of Health and Sanitation (MoHS), Center for Disease Control (CDC), UNICEF, WHO and CDC to implement a national program in all 1,188 primary health care facilities and 20 government hospitals to support the training, supervision and mentoring of health workers to implement Infection Prevention and Control (IPC) of all suspected Ebola patients.   

 

The IPC Improvement Manager will be responsible for the field monitoring of the IPC in PHUs and Hospital projects, to monitor partner progress and to provide technical support to partners on IPC improvements.   The IPC Improvement Manager will be responsible for documenting partner performance in both programs, providing IPC technical assistance to partners, providing mentorship to the ERC IPC mentors for the hospital project, and to document key learnings from the implementation of both projects.  S/he will have a demonstrated interest and experience in IPC, health systems, quality improvements and must enjoy regular field visits. The ERC IPC Improvement Manager, will also be responsible for documenting the work that is being done by different partners, and sharing that across the consortia, to engender cross district learning throughout the project cycle. The IPC Improvement Manager will be supervised by the Senior IPC Manager for Monitoring and Learning.  

 

SPECIFIC RESPONSIBILITIES:

 

  • Quarterly visits to all 13 districts and 20 hospitals to monitor progress of the IPC programs;  
  • Support the ERC partners to ensure consistent and valid data collection for the IPC monitoring systems to ensure that key performance indicators for the project are being reported in an accurate and timely manner;
  • Provide daily mentorship and support to the ERC IPC Mentors for the hospital project; 
  • Step in to support hospitals who do not have IPC mentors in place, or to support hospitals requiring additional support;
  • Lead trainings for ERC and Ministry staff on monitoring tools and analysis of data;
  • Document partner progress and lessons learned through formal written reports.  

 

REQUIREMENTS (Essential):

  • Clinical qualification (Nurse, Midwife, Clinical Officer)
  • Minimum of 3 years’ experience working in a health care setting, including experience in a low resource setting (particularly sub-Saharan Africa)
  • Experience in quality improvement projects in a hospital setting, ideally a low resource setting
  • At least two years working in public health, with experience with the project management cycle
  • Excellent knowledge of Infection Prevention and Control protocols
  • Experience in West Africa Ebola Virus Disease (EVD) outbreak is a plus, but not required
  • Excellent interpersonal and verbal communication skills
  • Innovative and resourceful, with an ability to make solutions work in adverse conditions with limited resources

Length of Assignment: 7 months
