Working in coordination with the humanitarian community and the Government of Jordan, the IRC's assistance programs for Syrian refugees in Jordan include both camp-based (Zaatari, Cyber City and King Abdullah Park camps) and urban-based refugee assistance (Mafraq, Ramtha, Irbid). Our current child protection activities are exclusively camp-based with a focus on unaccompanied and separated children.

SCOPE OF WORK
Since January 2013 the IRC has been responsible for the Unaccompanied Children (UAC) program in Zaatari Camp located in northern Jordan. In 2014, UNICEF and UNHCR are jointly supporting the IRC for comprehensive UASC programming, including the establishment of programming for separated children in Zaatari as well as the establishment of 24 hour programming in Azraq camp set to open end of April 2014 for unaccompanied and separated children. This position will have an immediate responsibility for working with the current Child Protection Program Manager to support the expansion of programming in Zaatari and Azraq. The CP Startup Specialist reports directly to the Child Protection Manager.  

SPECIFIC DUTIES AND RESPONSIBILITIES
Recruitment and Technical Capacity Building
* Support the recruitment process of senior child protection staff (2 Senior CP Officers, 1 Senior Outreach Officer and 2 Deputy Managers);
* Conduct basic child protection and children’s rights trainings for all newly recruited staff for Zaatari and Azraq;
* Conduct case management training for newly recruited staff for Zaatari and Azraq;
* Provide guidance on capacity building plan for Deputy Managers;

Programmatic Technical support
* Support the design of M&E plan  and CPIMS implementation in Azraq;
* Support the development of Azraq work plan;
* Facilitate development of community outreach strategy for Azraq;
* Support the set up of the case management system in Azraq, in line with the system already in place in Zaatari camp;
* Support the set up of alternative care opportunities in Azraq camp.

REQUIREMENT
* Graduate degree in International Development, or similar relevant social science or equivalent work experience;
* At least three years of proven international management level experience working in child protection humanitarian program implementation environments;
* Must have experience in managing  Unaccompanied and Separated Children in refugee camp context;
* Proven successful training experience
* Proven experience supervising and providing case management services, representation and liaison with external parties , BID panels,  and establishing alternative care arrangement and mentoring strategies;
* Strong written and oral communication skills, effective management and capacity building of teams;
* Interpersonal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well;
* English fluency required, Arabic language skills an advantage;

OTHER
This position is unaccompanied. Individual housing in Amman is provided with daily travel to the Mafraq field office and Zaatari and Azraq camps.
