BACKGROUND:

The IRC has experience in Diffa, having been one of the first humanitarian organizations to respond to the crisis in the area, and has teams already in place in the region. The IRC has been the Protection lead in Diffa since early 2013, and has an ongoing Rapid Response Mechanism (RRM) project to support vulnerable households. The IRC also implements an Education project in Diffa, and has carried out several emergency response projects including emergency response to a cholera outbreak; providing food and water to new displaced; and setting up and managing the first refugee camp in Diffa of Sayam Forage in the beginning of 2015. As part of its emergency WASH response to the crisis in Diffa, IRC has drilled wells, is constructing emergencies latrines with hand washing stations, and is doing hygiene promotion and sensitization. In addition, IRC provides NFI kits to targeted displaced households in Diffa.

SCOPE OF WORK:

Reporting directly to the Emergency Response Coordinator, the Environmental Health/WASHManagerwill be responsible for aspects of strategy development, program development and design, implementation, monitoring and evaluation of all Environmental Health/WASH-related activities within the IRC Niger country program. The Environmental Health/WASH Manager will also ensure that those interventions are technically sound, take into account international best practices, and are appropriately meeting the needs of target communities. As for IRC’s Rapid Response Mechanism in place the EH/WASH Manager will assist the Emergency Coordinator in organizing rapid multi-sectorial assessments and rapid interventions in WASH and NFI sectors.

RESPONSIBILITIES:

Strategic Planning:

  • Actively contribute to the broader IRC Niger strategic planning process, especially the new country emergency response strategy, and working collaboratively with country level leadership and other IRC program sectors.
  • Lead the development of an Environmental Health/WASH sector strategy in Niger that articulates the vision of the program in line with the country strategy.
  • Guide the implementation of the Environmental Health/WASH sector strategy through a specific work and action plan, in consultation with the IRC’s Environmental Health/WASH Technical Unit.
  • Collaborate closely with other IRC sectors and IRC Diffa Field coordinator.

Program Management and Quality:

  • Ensure that all current Environmental Health/WASH interventions are technically sound in meeting the needs of displaced populations and host communities, according to national and international standards.
  • Ensure that programs meet objectives, within the agreed timeframe and on budget.
  • Build/increase the technical capacity of the local IRC staff to be able to deliver high quality Environmental Health/WASH programming.
  • Ensure effective communication and support between Environmental Health/WASHteam members.
  • Provide guidance and technical support to staff in sector-specific design and implementation of activities through regular field visits.

Monitoring, Evaluation and Reporting:

  • Responsible for the sector’s monitoring and evaluation system to capture overall progress, ensuring program data is consistently collected, analyzed and reported to donors.
  • Participate in Environmental Health/WASH emergency response assessments in order to better plan and design program activities to maximize available resources.
  • Responsible for the timely preparation and submission of projects’ reports to Donors.
  • Lead in designing monitoring and assessment tools and program evaluations, as needed.

Program Management and Development:

  • Identify and pursue new sources of funding.
  • Develop and write new proposals ensuring thatthey promote high quality programming by responding to identified needs, in line with the Environmental Health/WASH sector strategy, taking into account recognized best practices and minimum standards, and improving on lessons learned from earlier programs.
  • Ensure the diversification of grants and donor support for the IRC Niger Environmental Health/WASH program.
  • Develop and manage program budgets to ensure an appropriate and efficient use of resources, while complying with donors and internal requirements.
  • Oversee strategic projects (determined by the country program) to ensure proper implementation, outputs are met, and timely reporting, according to donor needs and requirements.

Human Resources:

  • Assist in recruitment, hiring, and supervision of Environmental Health/WASHteam members as required, using the performance management system to monitor and evaluate performance.
  • Ensure training and ongoing coaching and capacity building opportunities for staff including technical, organizational, and management related skills.

Representation and Advocacy:

  • Represent the IRC in Environmental Health/WASH related forum and acts as the IRC’s focal point for the WASH Cluster and other coordination mechanisms as needed.
  • Maintain regular contact with OCV focal point in Health Unit.
  • Obtain most recent national cholera response plans and guidelines.
  • Ensure that IRC’s contribution to the Environmental Health/WASH sector in Niger is recognized and valued by all stakeholders through proactive participation in regular and ad hoc representation and inter-agency coordination.
  • Maintain effective relationships with Nigerien partners and organizations, donor representatives, and government officials.
  • Develop strategic partnerships with localNigerien organizations, wherever possible.

REQUIREMENTS:

  • MA/S or equivalent in Civil, Environmental Engineering or Public Health (MPH) degrees, with Water and Sanitation specialization preferred.
  • Minimum of 5 years related program management experience in a development setting; direct services experience and previous work in Environmental Health/WASH programming preferred.
  • Experience working in a participatory manner with local NGOs and managing sub-grants.
  • Previous experience supervising and managing a multi-disciplinary team in a cross-cultural setting.
  • Excellent management, project planning, organizational, interpersonal, and communication skills.
  • Strong budget management ability, overseeing multiple awards from a variety of donors.
  • Academic and/or practical experience in designing and implementing training and capacity building programs for adults and national organizations.
  • Strong networking ability.
  • Ability to work with a variety of actors with multiple backgrounds, interests, and perspectives.
  • Additional qualities: ability to multitask, work in high-pressure environments, improvise, be flexible, adaptable, creative, and work in a culturally diverse and sensitive setting.
  • Full professional proficiency French necessary. English an advantage.
  • IRC Environmental Health Programming experience an advantage.
