The Programme Management Team is at the very centre of CIUK’s new strategy for the delivery of high quality and impactful programming within CARE. The team shapes and delivers our institutional programme portfolio in line with the CARE International 2020 Programme Strategy and ensures that our programmes save lives and bring lasting change through consistent and high standards of programme design, quality delivery and learning. The Africa team is currently managing a portfolio of projects funded by institutional donors (DFID, EC and Comic Relief) with a value of over £37 million.
About the role
The Senior Contract and Finance Officer will provide integrated contract, financial and compliance support on a portfolio of CARE UK funded contracts. The post holder will support the end to end programme management cycle, from pre-positioning with partners, proposal and commercial bid development, monitoring and interim reporting, through to final donor reporting and project close-out.
The Senior Contract and Finance Officerwill lead the financial aspects of design and management of commercial contracts and complex grants – including managing finances in consortia, supporting the creation of value for money assessments, working with the requirements of open book accounting, working with funding coordinators and others to design payment by results systems that ensure that we win work, but don’t make losses and providing advice and ensuring compliance against complex grant and commercial contracts.
The Senior Contract and Finance Officer will manage and provide support to one Contract and Finance Officer.
About you
You are a passionate and experienced international finance and/or compliance with field and/or HQ experience and a very good knowledge of our key donors’ requirements (DFID and EC), in particular in relation to commercial contracts and large tenders and consortia grants. You have the ability to support multi-disciplinary teams during proposal preparation, working with partners and colleagues in multiple locations. You have experience in and very good understanding of development programme budgeting. You have excellent communication skills, both verbal and written. You are capable of building strong relationships with both internal and external stakeholders; you are a positive collaborator and a strong team player.
