BACKGROUND:

 JOB PURPOSE:

To manage emergency response finances for the field office, ensuring that finance systems/ procedures are adhered to, maintaining financial control, and minimizing any associated risks within the context of the humanitarian emergency. 

REPORTING LINES:

Postholder reports to: Field Programme Manager or Field DPM depending on local arrangements. Matrix managed by Response Finance Co-ordinator.Response Business Support Manager and Matrix reporting to the Country Business Support Manager (Manila)

 Staff reporting to this post:  Field Office Finance Officer(s), Field IT Officer

 

KEY RESPONSIBILITIES:

 

The post holder will undertake a humanitarian response assignment as a Finance Manager, with the following responsibilities, but not limited to:

  • Lead and manage the setup and implementation of Oxfam systems and procedures for the field office
  • To assist in the co-ordination and management of humanitarian programmes with particular responsibility for financial management.
  • Responsible for the preparation and monitoring of budgets, authorisation of payments, maintenance of cash and bank books, preparation of monthly accounting returns, security of cash, stock and capital, assets purchasing and stock system.
  • Ensuring compliance to Oxfam international policies and procedures.
  • Support Management Team on budget planning
  • Review financial management capacity of finance and programme staff, providing training, advice and support as needed.
  • Oversee the production of monthly financial reports and the provision of financial management support to the Management Team, ensuring

surpluses are identified and maximized in time, while ensuring overspends are planned and authorized.

  • Support identification and design, where necessary, appropriate training for staff and partners in the areas of finance to build capacity in financial management and planning, particularly with regard to donor and Oxfam reporting.
  • Preparation of cash flow forecast and responsibility for ensuring availability of adequate funds for programme implementation.
  • Ensure compliance with local law in finance and, related areas such as local Tax laws.
  • Support the functioning of donor contract management.
  • Ensure systems are set up to facilitate effective Donor Contract Managementand ensuring full comprehension of contract requirements in relation to financial management among staff.
  • Ensure the accurate and timely production of information to assist the donor accountant in preparing financial reports to donors and the effective tracking and reporting on multiple donor funded programmes.
  • Conduct assessment and monitoring visits to partner organisations on a regular basis in line with Oxfam-partner agreements and Oxfam Partner Finance guidelines.
  • To line manage finance, contract management & IT staff, including reviewing job profiles, overseeing recruitment and induction, and performance management.
  • To work with logistics staff to ensure logistics systems adhere to finance's standards.
  • Oversee the functioning of information technology and communications requirements and manage their implementation accordingly.
  • To work with the HR team to ensure that issues related to staff payroll, paying taxes, and other statutory deductions are properly accounted for and addressed.
  • May be asked to assist in establishing new offices, when needed, including ensuring the necessary communications systems and routines are in place, and that the filing and information flow is properly maintained.
  • To be familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes (e.g. InterAction Field Co-operation Protocol).

 

 

 

SKILLS AND COMPETENCE:

Essential:

  • Educated to at least part-qualified level with proven accounting experience and financial management skills.
  • At least 3 years as an Accountant, and/or Finance Manager, preferably within Oxfam
  • High level of computer literacy, excellent working knowledge of spreadsheets and databases.
  • Experience and familiarity with Peoplesoft/ OPAL/ CRIMSON systems
  • Ability to prioritise own workload, work independently and work to deadlines.
  • Ability to anticipate potential problems before they occur and take steps to avoid or mitigate them.
  • Strong service delivery ethic and an appreciation of the significance of finance to programme delivery.
  • Willingness to undertake tasks which would normally be the responsibility of more junior staff if they are unavailable.
  • Experience of management/supervisory responsibilities and ability to take charge and manage a team.
  • Good interpersonal and team skills.
  • Proven ability to be flexible in demanding situations, providing innovative solutions to problems while mindful of the need to maintain adequate controls.
  • Good coaching skills and ability to develop others.
  • Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts.
  • Willingness to travel at short notice and often in difficult circumstances.
  • Excellent communication skills and fluent written and spoken English.
  • Uphold principles of Oxfam's gender and diversity principles in the workplace

Desirable:

  • Experience of working with multi-donor contracts and a knowledge/ experience of their reporting requirements.
