Scope:

This position provides child protection technical leadership in the design and development of programs for children in countries in conflict, crisis, post-conflict and post-crisis settings across the world, with a specific focus on research, monitoring and evaluation for child protection. To ensure quality programming towards impacting the lives of children affected by conflict and crisis through IRC’s work, the Child Protection Technical Advisor provides technical support; supports business and partnership development; develops strategies and resources; reviews, uses and generates evidence; and raises IRC’s profile.

Major Responsibilities:

1.Provide remote and on-site technical support and assistance in the design, development, implementation, monitoring and evaluation of programming and project activities within the domain of child protection. Maintain relationships with regional team and country program coordinators and managers and offer them support, as needed, on program design, implementation and monitoring and evaluation.

2.Contribute to or lead the development of concept notes and proposals, and partnerships for global and country level child protection projects with strong research components. Identify and pursue funding and partnership opportunities. Build donor and partner relationships.

3.Lead the development of strategies and resources for child protection with a specific focus on research, M&E for child protection. Coordinate the development and use of strategies and resources for M&E in child protection Develop M&E tools and guidance for tools developed through the CYPD technical unit, as appropriate.

4.Ensure child protection programs with strong research components are based on the best available evidence and continue to generate evidence. Set and coordinate progress on research agenda. Disseminate learning.

5.Represent the program area of safe programming and child protection mainstreaming across the organization, serving as a resource to IRC staff seeking information about program activities, including external relations and advocacy departments. Respond to field queries regarding program activities in this area.

6.Represent and lead on the program area of M&E for child protection and the IRC in outside meetings and academic forums with donors, other non-governmental organizations, inter-agency working groups, foundations and other practitioners in the field.

Job Qualifications:

Education: Master’s/post-graduate degree in international development, child protection, social work or relevant field or equivalent combination of education and experience is required. Participate in ongoing training courses and share knowledge and skill sets within the unit.

Work Experience: A minimum of 5-8 years of field-based child protection program management experience is required, preferably within a humanitarian, international development setting.

Demonstrated Skills and Competencies: Demonstrated expertise in child protection program design, monitoring and evaluation, with the ability to turn concepts and strategy into measurable action. Strong verbal and written communication skills. Demonstrated commitment to renewing and maintaining currency with best practices.

Language Skills: Proficiency in French is highly desirable.

Working Environment: Up to 40% travel may be required.
