Title: Health Technical Advisor Consultant in Thailand

Timeframe: 2 weeks

 

Objective/Rationale of visit:

To evaluate progress and intermediate outcomes of the EU-AUP funded Investing in the Future: Capacity Development for Burmese Refugee Health Workers (2013 – 15) EA041, or Certification in Public Health (CPH); and, based upon the discussions, identify programmatic recommendations for 2015 (mid-term evaluation report)

 

Methodology of visit:

  • Desk Review of the first annual report for 2013
  • Visit to three program sites (BMN, BMS, and Tham Hin camps)
  • Meeting with IRC Public Health Specialist
  • Meeting with implementing partner School of Global Studies (SGS), Thammasart University
  • Meeting with project advisors from University of Community Health, Magway
  • Meetings with CPH trainers and project officers contracted by SGS, and camp-based agencies and stakeholders. Suggested: CBO health service provider (KnHD)
  • Meetings with selected IRC Health Program teams in Mae Hong Son and Ratchaburi provinces
  • Meetings with clients and beneficiaries of the CPH program

 

Key areas of focus for the  mission:

Taking into consideration the operational realities and evolving context of the border camps, the TA will evaluate the progress toward of the following project aims:

 

  • Strengthen the skills and competencies of refugee health care workers by providing recognised health care training courses from accredited academic institutions by end of Year 3
  • Provide refugee health workers with professional and recognised certification (or where possible, recognised accreditation) by end of Year 3

In detail, the TA will focus on the achievement of the following three project results: 

Result 1: Thai academic and training institutions develop appropriate and professionalised curriculum for training courses by the end of the first year of the project.

Result 2: Targeted refugee health care workers participate in training and continued on-the-job development and acquire the required competencies. 

Result 3: Targeted refugee health care workers receive recognised certificates from professional, academic or training institutions.

 

Proposed outputs of visit:

An evaluation report comprising an analysis of program progress to date and a list of clear programmatic recommendations for 2015 that can be included with the 2nd Annual Report to EU-AUP
