Founded in 1933, the International Rescue Committee is one of the most prominent international organizations working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression.

In coordination with the humanitarian community, the Kurdish Regional Government and UNHCR the IRC’s assistance programme for Syrian refugees and IDPs includes support to camp management, community mobilization, education, GBV prevention and response, child protection, strengthening health referrals and support to displaces persons in non camp settlements.

SCOPE OF WORK:

With direct management support from the Children Youth Protection and Development (CYPD) Coordinator and other relevant Technical Advisors, the Senior Child Protection Manager plays a key role in leading project development and implementation, providing technical support and guidance to the IRC’s child protection staff and local partners, technical representation in coordination groups and ensuring the delivery of quality programming throughout the KRI.

Responsibilities:

Program Design, Support and Planning

  • To provide strategic direction, designing, leadership and overall technical and management assistance to the Syrian response child protection programming in KRI including:
    • Establish IRC’s Child Protection Programming within the IRC Iraq’s programming portfolio and develop program strategy;
    • Direct management and technical oversight of IRC’s Child Protection programming;
    • Technical oversight and supervision of the IRC’s Child Protection capacity building programming for national service providers and coordination structures for Iraq programming.
  • Develop job descriptions, recruit, orientate and train national staff, in coordination with HR and managers and senior officers.
  • Coordinate closely with operations and grants to ensure quality, timely, implementation and development of programs, including providing oversight over the budget versus actual, indicator tracking tools, and other grant management tools used by the IRC; participation in monthly grant review meetings; and regular monitoring of internal program purchase request tools.
  • Work with team members to ensure projects are implemented in conformity with the IRC program frame work promoting and protecting rights, participation, capacity building, partnership, and holistic planning.
  • Ensure donor compliance in program implementation and procurement.
  • Develop and maintain effective working relationships with all program stakeholders – including community leaders, NGOs, government ministries/authorities, UN agencies, to enhance cooperation and coordination between organizations.
  • Monitor program developments and play key role in the identification and development strategic opportunities and other business opportunities.
  • Play a key role with the Humanitarian Coordinator in the development of proposals to ensure continued programming.

Capacity Building and Staff Development

  • Provide ongoing mentoring and technical support to partners on their case management services, ensuring case management forms/tools/processes, supervision systems for case workers and procedures for handling case information follow best practices and standards.
  • In collaboration with HR, support recruitment of program staff.
  • Build and supervise the Child Protection team with specific technical expertise in relevant areas and meet technical program needs. This includes creating detailed work planning (including spending plans and budgeting).
  • Take responsibility for discussing job expectations, performance, and objectives on an informal, quarterly basis with all staff and as a part of the annual Performance Review and Planning Process
  • With team members, identify individual training needs and ensure access to training and professional development resources appropriate to their skill gaps/needs.
  • Identify staff performance issues where applicable and work with Human Resources to document and address these in accordance with the National Staff Employment Policies
  • Overall responsibility for staff timesheets, work plans, vacation schedules, and staff training/development activities
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Adhere to and act in accordance with the IRC Global HR Policies and Procedures

Project Monitoring and Evaluation

  • Work with technical support staff and relevant donor organizations and other key stakeholders to ensure a safe and confidential mechanism for collecting information on project activities is implemented.
  • Design monitoring and evaluation tools that are contextually appropriate and will allow the IRC to measure the impact of programming; take leadership role in the and implementation of CPIMS and development of enhanced ICT M&E tools,.
  • Ensure that all internal and external reporting requirements are met and that reports are of a high quality and submitted on time.

Representation

  • Develop and maintain effective working relationships with key stakeholders including donors, government actors, UN agencies, international and local NGOs and other actors.
  • Where possible play an active role in interagency strategic planning in relation to programme areas.
  • Coordinate with DDP to ensure field concerns and challenges are brought to relevant stakeholders.

Required Qualifications

  • 3 to 4 years program management experience,
  • 2 years of direct experience in child protection programming,
  • Relevant qualification in social work, social sciences, public health, community health, or related field,
  • Demonstrated experience with capacity building and training,
  • Solid expertise in designing and implementing monitoring and evaluation tools and processes,
  • Proposal writing and development skills,
  • Excellent relationship-building, interpersonal skills and the ability to liaise diplomatically,
  • Solid ability to provide leadership, management, team-building, coaching, and development for staff,
  • Strong negotiation skills essential with experience in conflict resolution desirable,
  • Experience of working with local stakeholders and partners,
  • Fluency in English is required; knowledge of Arabic or Kurdish is preferred,
  • Ability to live and work under pressure.

SPECIFIC SECURITY SITUATION/HOUSING :

Staff in Iraq must comply with all IRC security policies and procedures applicable to international staff. Shared housing will be provided and will be as comfortable as the emergency circumstances allow. The position is unaccompanied.
