BACKGROUND:

On December 15, 2013, heavy military exchanges occurred between rival SPLA factions in Juba (Central Equatoria State). The fighting and violence quickly spread to other states in South Sudan, trapping thousands of civilians in Unity, Lakes, Upper Nile, and Jonglei States in UN bases or makeshift IDP settlements. Despite the signing of a cessation of hostilities agreement, fighting has continued between Government and opposition forces, resulting in mass displacement. OCHA estimates that 1.3 million South Sudanese have been displaced due to insecurity, of whom 950,000 are internally displaced. It is estimated that around 87,000 IDPs are being sheltered in UN bases around the country.

 

After an initial scale up phase immediately upon the start of the conflict, IRC south Sudan is now launching a second scale up phase to further strengthen its response to the ongoing crisis. In particular, IRC will open new offices in Nyal, Koch and Guit, Unity state and launch two multi – sectoral rapid response mobile teams deployable anywhere in South Sudan for emergency deployments. Each new location as well as the mobile teams aims to deliver emergency assistance in health, protection, nutrition and water and sanitation. The mobile teams are deployable for up to 2 months in each location based on the decision of the inter – cluster. Deployment will be done alongside other mobile team partners. Offices in Nyal, Koch and Guit are located in recently accessible locations and will implement emergency interventions with an eye to extending the presence of the program beyond the current grant. 

 

SCOPE OF WORK:

The IRC seeks an Information Management Analyst (IMA) for its protection and CCCM programs. The Information Management Analyst (Protection/CCCM) will be responsible for developing and implementing information technology, tools and system. S/he shall also provide technical support on the design and operationalization of a database and the GPS aspect of the protection and CCCM programs in South Sudan being implemented in 8 locations throughout the country. In addition, the IMS will be responsible for providing direct technical support to all the protection and CCCM managers and support their data collection and information needs. She/he will be the focal point for the CCCM project and will attend the CCCM cluster. She/he will work under the supervision of the Protection and Rule of Law Coordinator and in close collaboration with the Protection Monitoring and Evaluation Specialist.

 

KEY RESPONSIBILITIES:

Information technology

  • In consultation with Protection and CCCM teams, reviews ongoing  projects to understand the data and information gaps and needs and to work with the team in responding to the needs and providing advice within the applicable context accordingly;
  • Promotes information, communication technology (ICT) effectiveness and capacity within the Protection and CCCM programmes by defining, delivering, and supporting the programme management and implementing at field and Juba levels;
  • Recommends information technology strategies, policies, and procedures by evaluating organization outcomes; identifying problems; evaluating trends; anticipating requirements and ensuring data confidentiality;
  • Supports the Protection and CCCM programme in preserving assets and information security through adherence to organizational information back-up procedures and control mechanisms;
  • Provides technical support and guidance in identifying the overall ICT needs of the Protection and CCCM programme and working with team in identifying and addressing those needs accordingly;
  • Supports the development of tools in furtherance of the Protection and CCCM programmes efforts at effective data collection, analysis and management.

 

Database Development and Management

  • Under the direct supervision of the Protection and Rule of Law Coordinator establishes work priorities and evaluates cost and time requirements for the development and management of a database in response to the need of the protection and CCCM program.
  • Assumes overall responsibility for the design, construction and maintenance of an in-house databases in support of the protection and CCCM program;
  • Works closely with South Sudan’s IT Unit and in consultation with IRC regional and global community in testing and installing  approved database applications and upgrades in response to identified and emerging needs of the protection and CCCM program;
  • Support data gathering and information management activities to including the creation of electronic surveys using open source tools like ODK Collect, KoBo Toolbox, or otherwise, report writing and dashboarding and heneration of maps and data visualizations

 

GIS

  • Supports the protection and CCCM program in providing GIS coordinates of IDPs and refuges camp, settlements and POCs sites in each project target location; 
  • Provides sector-specific maps and fact sheets on a regular basis and develop reports that aid forward planning and quality impact analysis of the protection and CCCM programmes;
  • Map out the location of assets such as bridges, road barriers, flood defenses and so on using GPS tools in the field for the information needs of the protection and CCCM programmes
  • Assumes responsible for the creation and maintenance of the protection and CCCM programme level mechanisms necessary for GIS data storage and develops the tools for loading/transferring GIS data from locations and systems.
  • Undertakes the analysis and presentation of geographical information in relation to the needs of the protection and CCCM programme.

 

Coordination

  • Regularly participate in coordination meetings, including protection and CCCM cluster meetings and other coordination  efforts at Juba and field level
  • Act as primary focal point in Juba for IRC’s light camp coordination and camp management activities  (CCCM) in Koch and Nyal
  • Actively ensure information is shared within IRC and externally.

REQUIREMENTS

  • Degree in Computer Science, Statistics, or equivalent experience developing technology in low-resource settings.
  • Two years minimum work experience in international humanitarian or development field with exposure to ICT for Development (ICT4D) initiatives.
  • Demonstrated experience analyzing data with SPSS, STATA, or R Programming preferred.
  • Working familiarity of programming languages such as Python, PERL, Java, Ruby or .Net preferred.
  • Working familiarity with managing databases including with SQL required; experience building databases preferred.
  • Working familiarity with tools like Zoho Reports, Tableau, Qlik view, Excel.
  • Experience training staff on the use of technologies including translating technical terms into common language; a self-starter – must be productive with minimal direction and an excellent visual design sense regarding clear and accurate presentation of data.
  • Fluency in English;
  • Additional qualities: ability to multi-task, ability to handle pressure well, ability to improvise, flexibility, adaptability to transitions.

 

WORK ENVIRONMENT:

Security level orange/ red. The situation in Juba is calm at the moment but remains tense and unpredictable; c oncerns include criminality, presence of armed troops, and looting. There is active conflict in many parts of the country and a possibility for further expansion of the conflict and violence into other areas and other states.

 

HOUSING:

Housing in Juba is shared or in small studios. Housing in the field is basic ( tents or tukuls).
