MdM currently works in 41 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.

You will be in charge of

Accountancy management and treasury

- Supervise the accountancy of the program (description, accounting codes, allocation), the monthly closure of the accounting and its transmission to HQ.

- Verify and send the monthly cash requests.

Budget and financial management

- Along with the coordination team, build up the annual budget as well as donor’s budgets, and prepare periodic amendments.

- Preparation of financial reports (intermediary and final), in close coordination with the regional Finance coordinator.

Administrative and logistics management

- Ensure MDM procurement procedures are respected (correct application of the procurement procedures and proper documentation, purchasing files are complete).

- Brief staff on logistic and procurement.

- Along with the program team and the logistic manager, prepare the procurement plan for the mission.

- Develop the supply strategy of MDM Lebanon (development of framework contract…) in order to enhance the efficiency of the purchases liaising with the logistic department at HQ level.

HR and administrative management of staff National staff

- Supervise the recruitment process and implement recruitment policy the renewal of employment contracts.

- Support and provide advice to the different department for the recruitment.

- Ensure the application of HR reference documents: internal regulation, condition of employment, and templates of contracts, HR manuals and updates in case it is necessary.

- If necessary, handles with the General Coordinator, disciplinary actions as per MDM’s terms and conditions of engagement

- Implement MDM wage policy and update the salary grid if necessary (inflation…)

- Develop a training plan for the mission.

Legal management Legal framework of the mission

- Facilitates the link between MDM and the authorities

- Ensures a surveillance of local legislation and practices which are directly applicable to MDM

- Anticipates and ensures renewal of all administrative agreements, licenses, permits, authorisations and privileges granted to MDM

Team Management:

- Supervision, management, coordination and reinforcement of capacities of the administrative and logistic team.

- Propose, prepare and adapt the administrative and logistic set-up if required.

Partnership.

- Provide technical (financial and administrative) inputs in the preparation of the Memorandum of Understanding.

- Make sure the MOU are signed by the different parties.

- Review the financial reports of the partners, audit of the vouchers and propose corrective measure in order to improve the quality of the reporting, in consultation with the Program Coordinator.

- Monitor the level of expenditures of the partners through budget follow-up and forecasting. Support the partners in their budget management.

- In coordination with the Program Coordinator and the General Coordinator, participate in defining areas for reinforcement of capacities (budget management, reporting, human resource policies…).

- If needed, can propose logistic support to the partners (rehabilitation, construction…).

Representation and Coordination

- Manage the relationships with the bank and the legal advisor of the mission.

- Participate to inter NGO meetings on the administrative and logistic questions.

- Participate to coordination meetings and give input on the evolution of the mission.

- Monthly SITREP.

CONDITIONS OF EMPLOYMENT:

Status : Employee

Duration : 12 months

Family posting possible

Previous experience as an administrator mandatory, logistic is an asset
Previous experience in working with partners will be a plus
Ability to create and implement procedure (mainly in the work with partners).

Computer skills including the ability to operate computerized accounting, Microsoft office at a medium proficient level

Team management and training skills
Ability to work quickly, under pressure, and with short deadlines, in volatile security context
Necessity to manage priorities and to adapt them daily according to the context,
Necessity to manage a team and work in an international team (diplomacy is compulsory, but strong management also).
Good writing and communication skills / Ability to communicate effectively with informants and contacts from widely-varied organizations and agencies
A good command of the SAGA software would be an asset

Languages:
Fluent English (oral and written) mandatory
Arabic an asset
