Building Resilience and Adaptation to Climate Extremes and Disasters (BRACED) Programme:

Concern Worldwide (UK) is establishing consortia in Chad and Sudan and in South Sudan. These consortia will be funded by the Department for International Development of the UK Government. The aims of these consortia respectively are:

   ·      Improving resilience of settled and nomadic marginalised men and women to climate and conflict-related shocks and stresses in Eastern Chad and Western Sudan. This consortium comprises Concern Worldwide as lead agency; Tufts University - Feinstein Centre, World Agroforestry Centre (International Centre for Research in Agroforestry) and a Sudanese partner organisation, Al Massar.

   ·      Supporting 250,000 vulnerable farmers and agro-pastoralists, particularly women and girls, in South Sudan to become resilient to climate stresses and shocks. The consortium comprises the Agency for Technical Cooperation and Development (ACTED), the Food and Agricultural Organisation (FAO), Oxfam GB and a Sudanese partner organisation, Sudd Institute.

The overall governance of the consortium is outlined in a Governance Agreement.

The following position is being advertised subject to approval of the consortium proposal by the Department for International Development.

Job Title: BRACED Equality Advisor

Reports to: BRACED Consortium Coordinator

Liaises With:

  • Consortium Member focal points responsible for      equality and programmes
  • The Concern Worldwide Equality Advisor
  • Relevant Advisory staff in Concern Worldwide and      consortium member agencies
  • Relevant Regional Directors
  • Relevant Concern Worldwide Country Directors

Job Location: London - This role requires frequent visits to consortium programme areas. Up to 50% of time will be spent in the programme areas.

Contract Details: Three Years

Job Purpose:

To promote the integration of equality principles within the work of the BRACED Consortia member agencies and programmes, specifically to improve programme appropriateness, quality and impact. To provide timely and relevant technical inputs to BRACED Consortia programmes in the areas of equality and gender equality.

Main duties & Responsibilities:

Principal Areas of Responsibility:

  • To support the implementation of the Concern Worldwide equality policy and strategy and their application within the BRACED Programmes being implemented by Concern-led consortia in Chad & Sudan; and South Sudan
  • In conjunction with key focal points of the consortium members, take a lead role in developing the capacity and tools for formative research, baseline/ end-lines, analysis, response initiatives and on-going monitoring of the work on equality for the BRACED programmes as outlined in the proposal.
  • Develop integrated training and harmonised approaches to ensure that equality issues are addressed across the programme, subject to the specificities of the country contexts
  • Design curriculum and tools, including behaviour change communication materials to support team in the implementation of the approach of engaging men and women on gender equality.
  • Lead on training and training of trainers (ToT) workshops for staff on approaches to engaging men and women on gender equality and gender based violence
  • Monitor and supervise staff to ensure quality of approaches to addressing gender inequality
  • Develop core messages for the livelihoods, health and DRR elements of the programme
  • Ensure that a focus on women’s empowerment is addressed within the implementation of the programme
  • Generate learning from Concern programmes and external sources to provide evidence of impact from equality mainstreaming and to promote good practice in equality work.
  • Ensure that technical support for equality is relevant and grounded in field realities by actively undertaking periodic visits to programme locations and working with gender focal points from each consortium member organisation.
  • Support the consortia in developing and implementing their equality plans.
  • Collate and disseminate information related to equality; including significant global developments, resources and tools, funding and training opportunities.
  • Provide support and regular updates to Equality Champions and Equality Advisors at consortium member level and share these as appropriate within Concern Worldwide in collaboration with the Concern Worldwide Equality Advisor.
  • Support the highlighting of equality issues, programming and learning arising from the BRACED programmes as part of BRACED consortia publicity and learning dissemination events,
  • Represent the Consortia on relevant networks at national, regional or international level
  • Network with other key agencies engaged on addressing gender inequality and GBV

Person specification:

Essential:

  • Post Graduate degree in a social science, human rights or development studies and substantial work experience related to equality and gender
  • A minimum of 3 years’ experience as a technical staff in the area of Equality / Gender Equality / GBV with a particular focus on ‘Engaging Men and Boys on Gender Equality’
  • Demonstrable understanding and knowledge of inequality and rights related to development and emergency contexts and specific skills and knowledge of gender inequality, gender analysis and prevention and response to Gender Based Violence
  • Evidence of practical application of the above in a range of contexts but particularly those characterised by high levels of poverty, vulnerability to natural disaster, poor governance and institutions and conflict and post conflict environments
  • Proven experience in designing and implementing gender related training at organisational and community levels
  • Demonstrated experience developing strategies that promote gender equality, girls and women’s participation and empowerment, men’s engagement on gender equality/ GBV issues, cross gender dialogues, integrated cross-sectoral efforts and GBV prevention and response
  • Ability to coach, mentor and develop capacities in gender based approaches
  • Experience of conducting gender analysis, planning and interpreting qualitative and quantitative data. Demonstrated familiarity with gender integration tools and methodologies and knowledge of internationally recognised evidence based interventions to promote gender equity
  • Proven experience in developing BCC materials on gender equality issues
  • Excellent communication and interpersonal skills and evidence of effectiveness as an influencer and team-player
  • An understanding of the organisational structure and dynamics of Concern Worldwide or equivalent experience of working in an International Organisation
  • Good English language skills, both written and spoken.
  • Strong skills in facilitation, team building and coordination
  • Willingness to travel approximately 50% of time

Desirable:

  • Fluency in French an advantage
