BACKGROUND TO IRC

The International Rescue Committee, one of the world’s largest humanitarian agencies, provides relief, rehabilitation, and post-conflict reconstruction support to victims of natural disaster, oppression, and violent conflict in 42 countries. The Ebola outbreak in West Africa is unprecedented in scale and in the response required. No previous outbreak has had as many confirmed cases, or as wide of a geographic spread. The situation is complicated by the porous nature of the regions’ borders, inaccessibility of the terrain, and the presence of multiple active sites of transmission. The outbreak in Sierra Leone started in May 2014 and rapidly spread throughout the country.

 

SCOPE OF WORK

The IRC is leading the Education Consortium (Ed Co), a group of 5 NGOs who are supporting the Ministry of Education, Science, and Technology (MEST),  which started in 2012 and supports programming aimed to improve schooling in Sierra Leone. Ed Co works with MEST, teachers, and communities to improve learning outcomes while ensuring the school environment is safe and protective. Since the start of the Ebola outbreak, Ed Co has continued to support children in continued learning opportunities, specifically with their engagement in the MEST emergency radio program. The Ed Co partners have also maintained support to the 15,000 beneficiaries the consortium supports to access formal education. The IRC is seeking an Education in Emergencies  Project Coordinator who will work closely with the Consortium Coordinator and the Technical Team (partner education focal points) to lead the development of Ed Co’s strategic planning for the recovery period and to support the overall coordination of the Ed Co partners. This position will also conduct field monitor visits, lead the development of concept notes and proposals aligned to the strategic priorities, and participate in national level school reopening working groups. 

 

 

ESSENTIAL RESPONSIBILITIES

 

Strategic Planning 

 Key Responsibilities include:

  • Lead the strategic development process for Ed Co’s work during the recovery and long-term. This would involve working the Ed Co partners to identify strategic priorities and to create a strategy document that would be used for preparing concept notes/proposals, and for overall planning.
  • Develop concept notes/proposals  aligned to strategic priorities. This also includes restructuring Ed Co’s current grant.
  • Provide technical support to the Consortium M&E Manager to develop new reporting indicators aligned to Ed Co’s new scope of work.
  • Work closely with the Consortium Coordinator to develop revised implementation plans.

 

Coordination & Representation

Key responsibilities include: 

  • Work closely with Ed Co’s Teacher Professional Development Specialist (consultant) to design and co-facilitate a 2 day workshop for the Ed Co staff in preparation for their work to support the school reopening process.
  • Represent the Consortium (along with the Consortium Coordinator) at the national school reopening committees, working groups, and Education Development Partners meetings.
  • Conduct field monitoring visits to Ed Co implementing districts.

 

 

REQUIREMENTS:

  • Minimum a Masters degree in education, social sciences, international development, or a related field.
  • Experience in Emergency settings, preferably in an Ebola outbreak. 
  • Knowledge of key DFID regulations and experience with DFID funding is a plus.
  • Proven leadership and strategic planning capabilities.
  • Proven ability in collaborating closely with multi-level stakeholders, including Government, donors, and implementing partners.
  • Effective and persuasive writing and public speaking.
  • Proven sound judgment and decision-making skills.
  • Computer skills in MS Office (Word, Excel, Access, Outlook).
  • Excellent written and oral English.
  • Proven ability in collaborating closely with multi-level stakeholders, including Government, donors, and implementing partners.
  • Flexibility to adapt to changing requirements.

HOUSING

Shared housing in a guest house will be provided. The position is unaccompanied.
