CARE International in Rwanda is seeking to recruit a Social Accountability Manager to be based in Kigali (subject to donor approval).  Depending on the finalization of the program, the final description of the position might change.

CARE is anticipating a donor-funded program in Rwanda focusing on strengthening good governance, human rights, and social cohesion, using multiple approaches including civil society capacity building, grant making to initiatives promoting public and social accountability, and advocacy and policy influencing to enhance GoR  goal for inclusive development and growth.

The Social Accountability Manager will be a senior member of the program team. The primary responsibility of the position is to provide high quality technical expertise on the support of local civil society organizations (CSOs) on governance, including advocacy and social accountability programmatic areas. She or he will be the main responsible for ensuring quality design and implementation of the program component related to providing capacity building and accompaniment  to civil society on their governance programming.

Minimum requirements • Master’s degree in a relevant field (social sciences, political sciences, governance, development studies, conflict management or any other relevant field); • Significant working experience as technical resource person on governance, civil society strengthening, and policy advocacy • Substantial working experience in and with civil society; • Demonstrated successful experience with advocacy and  policy influencing; • Demonstrated strength in building and managing relationships with civil society and government partners; • Knowledge and understanding of the Rwandan context and culture, including the government structure and civil society, preferable working experience in Rwanda; • Fluency in English is required, preferable knowledge of French and Kinyarwanda.
