BACKGROUND:

 

The International Rescue Committee, one of the world’s largest humanitarian agencies, provides relief, rehabilitation and post-conflict reconstruction support to victims of natural disaster, oppression and violent conflict in 42 countries. The IRC is committed to bold leadership, innovation and creative partnerships. Active in public health, education, livelihoods, women's empowerment, youth development, and protection and promotion of rights, IRC assists people from harm to home. The IRC has been working in Sierra Leone since 1999, and currently programs across three core sectors 1) Health 2) Women’s Protection and Empowerment (WPE), and 3) Education.

 

Women’s Protection & Empowerment (WPE). The IRC has been implementing specific programs to promote and protect the rights of women and girls affected by gender based violence in Sierra Leone since 2001. Currently the WPE / Gender Based Violence (GBV) program implements programming activities in Freetown and the Eastern Region of Sierra Leone that encompass the following components:

  • Prevention of violence against women and girls through community awareness raising, building support networks and peer groups for women and girls, and training activities at various levels
  • Economic empowerment of women and girls through improved access to economic services and resources
  • Working with local community-based women’s groups and initiatives on women’s protection and empowerment.
  • Advocacy and engagement with government at all levels to strengthen implementation of existing laws and policies to promote the rights of women and girls in Sierra Leone

 

SCOPE OF WORK

 

The Senior WPE Program Manager will directly supervise two WPE Program Managers and three WPE Site Managers (5 direct supervisees in total) across the three eastern districts of Kenema, Kono and Kailahun. They will oversee and support them to ensure all program and M&E activities are in implemented in-line with clear activity work plans, program indicators, and budgets. They will report to the WPE Coordinator.

 

Specific Responsibilities:

 

  • Directly supervise 3 WPE Site Managers (based in Kenema, Kono and Kailahun), a WPE PSS Manager and a WPE Economic Empowerment Manager (both based in Kenema)
  • Oversee program implementation within the 5 Managers’ scope of work and provide program management technical support to them, to best ensure adherence to work plans, spending plans and monitoring and evaluation plans through regular monthly managers meetings, review workshops and follow up with the managers
  • Where necessary, ensure a timely response to any challenges arising as part of program implementation and work creatively and collectively to find solutions
  • Work with a WPE Evaluator and Snr WPE M&E Manager on an impact evaluation of an 8-year program (Women and Girls Rebuilding Nations - WGRN) by working with the Managers to ensure that the related evaluation activities in their districts are being conducted in-line with a very strict work plan and timeline
  • Support the WPE Coordinator in the development and design of new grant proposals
  • Maintain professional and supportive relationships with all team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their specific managerial positions
  • Undertake other relevant tasks as requested by the WPE Coordinator

 

Requirements:

 

  • University degree in project management, non-profit or non-government organization management, business, administration, or other relevant field or the equivalent in professional work
  • At least 2 years of on the job project management experience, with strong proficiency in project planning, implementation, monitoring and financial management. Experience working in multiple  contexts and/or challenging and unstable environments is preferable
  • Work experience on issues relating to women and girls protection and empowerment, violence against women and girls (VAWG)/gender-based violence (GBV) a huge plus
  • Strong coaching and mentoring skills
  • Excellent communication, facilitation, problem-solving, interpersonal and influencing skills, positive and professional attitude, ability to lead and work well in a team setting and with multiple team members
  • Strong and diplomatic use of negotiation skills in dealing with issues that arise at the field and IRC office levels
  • Work cooperatively and as a team player with other IRC program staff as well as those in other IRC departments
  • An innovative thinker
  • Demonstrated ability to self-motivate, be highly organised, use initiative, be flexible, and actively and productively contribute to program’s success and development
  • Previous experience of working in Sierra Leone an advantage
  • Fluency in English Language – essential
