ORGANIZATIONAL DESCRIPTION

IRC NIGER VISION AND ITS CURRENT PROGRAMS

 

IRC’s vision for Niger is that individuals, households and communities are resilient, self-reliant and able to thrive in a changing context.

IRC Niger is present in the regions of Tillabery, Tahoua and Diffa with projects in the following areas: Protection (SGBV, Child Protection, Monitoring Protection and Protection Integration), Education, Nutrition, Health and Vehicles subsistence.

 

SCOPE OF WORK

 

Under the supervision of the Deputy Director-Programs (DDP) of IRC Niger, the Emergency Coordinator will support the Country Program in implementing a Rapid Response Mechanism and an Emergency Project.

 

The Emergency Coordinator will be responsible for the coordination and emergency management of the Project while ensuring that interventions IRC are prompt, well planned, have the necessary resources and are accountable both to the donor and beneficiaries.

 

The Coordinator is based in Diffa, but will spend at least 50% of his working time on the ground to monitor the emergency operations and the implementation of the program.

 

POSITION OBJECTIVES:

 

The Emergency Coordinator will coordinate with IRC Niger team (health coordinator, the Livelihood Coordinator, the protection coordinator, the coordinator CYPD), the Senior Management Team (CD, DDP, DDO, and the Financial Controller) and the field coordinator of IRC-Diffa to:

 

  • Conduct multi sectoral assessments in areas recently affected by population movements (internal displacement or return) to inform the humanitarian community in Diffa regarding the scale of these movements and the main humanitarian needs.

 

  • In the absence of another actor with the ability to respond quickly, and on the basis of these assessments, intervening in areas of non-food items (NFI) and water and sanitation (Wash) in for the most affected communities.

 

 

 

RESPONSIBILITIES

Program:

 

  • Ensure good collaboration, communication and coordination of activities with the field coordinator IRC-Diffa.
  • Oversee the Manager of the supply chain of the Emergency Project, especially when its responsibility to ensure that the interventions (NFI, Food Security, WASH) are of the highest quality and conform to the project document, the conceptual framework of the IRC program as well as international standards such as those defined by the SPHERE

Supervise the Project Manager urgently from its responsibility for proposing and implementing programs to improve the quality of emergency activities initiatives, planning and implementation of multisectoral assessment missions and missions monitoring, implementation of pilot projects and staff development strategy.

  • Ensure compliance activities with the decision making process of the emergency project.
  • Represent IRC in all relevant humanitarian coordination meetings, ensuring that IRC resources are used in a coordinated manner and well planned. Ensure that the humanitarian community is informed of the emergency project activities and promote recovery emergency response of the emergency project by other actors if necessary.

 

  • Collaborate with other project teams of IRC and other emergency partners in Diffa region in order to continuously improve the approach and methodology of the emergency project.
  • Prepare, review and submit the reports of the donor (in French and / or English) in accordance with the reporting schedule of the program and the rules of the donor and IRC.
  • Prepare project proposals and budget for future emergencies IRC in Niger. At the start of the future project phase to implement the strategies and tools necessary for good project management (planning, spending plan, procurement plan etc.).

 

Security

  • In collaboration with the Deputy Director-Operations and the Security Department and through a wide range of sources, continuously assess the security situation in the Diffa region and identify key threats to the safety and security of staff and IRC goods. Use these analyzes to provide detailed briefings to teams of emergency project prior to deployment in the field.

 

  • Working closely with IRC’s Security Department to ensure that the interventions of the emergency project are carried out in accordance with the security of the IRC management plan.

 

  • Comply with IRC’s security and safety of procedures and provide ideas for evaluations of security measures to promote a safe and secure environment conducive to the implementation of the program.

 

 

Human Resources :

 

  • Supervise staffs assigned to the project by using IRC’s performance management tools and ensuring their advice and support (technical and non-technical) on planning, implementation, monitoring and evaluation, and management of their teams.

.

  • Ensure that the emergency project staff operates and behaves as expected IRC and mandatory reporting policy.
  • Ensure that the organization of the emergency project accurately reflects the needs of the program and that all positions are filled with the most qualified staff possible. This implies among others to play a leading role in recruitment.

 

Logistics

 

  •  Ensure that the Manager of the supply chain of the emergency project works effectively with the Logistics Department so that the teams of the emergency project receive the necessary support transportation, purchasing, storage of program inputs, equipment, etc.

 

  •  Working closely with the Manager of the supply chain of the emergency project and Deputy Director for Operations, overseeing the management of the contingency stock, provided by IRC in the emergency project.

Finances

  • Work closely with the finance officer based in Diffa and the Controller of Finance based in Niamey to ensure that expenditures and their justification in accordance with the financial procedures of the IRC.
  • Ensure effective cooperation with the Department of Finance, especially regarding cash advances, liquidations, and the financial forecasts.

 

Other

  • Actively participate in weekly coordination meetings of the IRC.
  • Support the management direction of the IRC and advocacy team at donor visits, journalists and VIP.
  •  Perform all other duties at the request of supervisor to develop the Niger IRC programs

 

Professional Standards

 

  • All IRC staff is required to comply with the standards of professional conduct of IRC (THE IRC Way - Standards for Professional Conduct) as well as employment policies IRC Niger.

 

 PROFILE REQUIRED

 

  • Advanced university degree, preferably in an appropriate field such as conflict, development, international affairs, and Management studies.
  • Minimum of 4 years experience in the field, preferably in complex humanitarian situations and / or emergencies.
  • French and English stream required (oral and written).
  • Experience working in coordination with international and national partner organizations.
  • Excellent program management skills, planning, budget management, organization, interpersonal and communication.
  • Ability to work both independently and as a team.
  • Knowledge of Codan, VHF and satellite phone.
  • Ability to work long hours in stressful environments, insecure, unstable and / or rigorous.
  • Flexibility, ability to easily overcome the pressure, ability to improvise, flexibility and sensitivity to cultural diversity.
  • Nigerians are strongly encouraged to apply as well as those with previous work experience in Diffa, Niger.
