Role and Responsibilities

Responsible for four country programmes in the region, you will lead and bring vision and focus to a diverse team. The Regional Representative (RR) gives high level input in programming and support functions, is strategic and has the overall view, brokers positive change, and is able to network and communicate good ideas and create opportunities with the aim of giving better support to vulnerable communities.

Project Overview

Medair has been present in the Middle East Region in response to the Syrian Crisis since 2012. It has on-going programmes in Jordan and Lebanon, started programming in the Kurdish region of Iraq in 2014 in response to the new Iraq crisis, and became a registered INGO in Syria in 2015. In all countries Medair takes a multi-sectoral approach wherever possible. It has on-going interventions in Health & Nutrition, Shelter, Cash / NFIs and WASH, assisting refugees, IDPs and vulnerable host communities. Medair is also the lead agency for GIS mapping in Lebanon. As part of Medair’s regional strategy, the teams also focus on exploiting the use of technology to improve the efficiency and effectiveness of the programmes to better achieve aid delivery to those most in need.

Key Activity Areas

Leadership and Management

  • Promote and communicate Medair’s vision for the Middle East Region.

  • Design, update and evaluate the regional strategy, in conjunction with the relevant Country Representatives, senior field managers and HQ staff. Take into account community needs, donor criteria and strategies and an exit strategy in order to facilitate the long-term planning and development of the projects in the countries of operation.

  • Support and oversee the monitoring, evaluation and reporting on the implementation of the planned activities for larger projects in accordance with the project proposals and logical frameworks and institutional donor policies and guidelines.

  • Manage the overall regional programme, bring the leadership together in a common platform. This platform is used to review and refine the management structures and oversee the development and maintenance of operational procedures for individual projects and support functions.

  • Manage the support functions, ensuring technical advice is available and sharing of resources amongst the programmes.

  • Lead the analysis of humanitarian needs, trends and political developments in the countries of operation and the surrounding region to anticipate or initiate creation of new projects and initiatives.

    Donor Relation Management

  • Develop and maintain good relations with the regional representatives of key stakeholders, including funding partners, in conjunction with Country Representatives in order to secure funding for the region.

  • Provide constructive advice or input in the drafting and presentation of larger project (above 400’000 USD) proposals, operational and financial reports related to the regional programme, in collaboration with the relevant senior field managers and HQ staff.

    Communications

  • Develop and maintain relationships at regional level with authorities, donors, media, other NGOs and embassies with the objective of raising public awareness and identifying funding opportunities and other potential partnerships.

    Financial Management

  • Support the planning and construction of large project budgets and advice country programmes on co-funding arrangements.

Staff Management

  • Manage staff of Regional Team including the country representatives. (Job descriptions, recruitment, performance management, development and training, health and safety, team structures, capability disciplinary action, etc. in collaboration with the relevant staff and managers).

  • Provide performance management support to the Country Representatives.

    Security Management

  • Provide support to the Country Representatives in updating and implementation of country location security plans, guidelines and manuals.

    Quality Management

  • Ensure programmes are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards e.g. Sphere and HAP standards, WHO recommendations, etc. Ensure frequent and appropriate monitoring and evaluation of programme activities and outputs, implementing corrective actions as required.

    Qualifications

  • University degree in a relevant subject such as Management / Development Studies / Business Administration or in a relevant technical subject

    Languages

  • Strong working knowledge of English (spoken and written)

    Experience / Competencies

  • At least 5 years’ post-qualification experience in a management position and 3 years’ in a complex humanitarian emergency; experience of remote management

  • At least 2 years’ experience managing projects and teams in insecure environments

  • Experience in the design, monitoring of implementation and evaluation of humanitarian / emergency programmes; advanced planning, assessment and analytical skills including financial analysis

  • Good knowledge of UN and other humanitarian actors and of current humanitarian debates and issues

  • Strategic thinker; problem solver, dynamic, mature; committed to consultative and servant leadership

  • Working knowledge of French, spoken and written, for French-speaking field programmes

    Working Conditions

  • This is a field position based in Amman and working and living conditions may be different to that previously experienced. Frequent travel between countries within the region is necessary.
