On December 16, 2013, heavy military exchanges occurred between rival SPLA factions in Juba (Central Equatoria State). The fighting and violence quickly spread to other states in South Sudan, trapping thousands of civilians in Unity, Lakes, Upper Nile, and Jonglei States in UN bases or makeshift IDP settlements. OCHA estimates that 194,000 people have been displaced across five states, Central Equatoria, Unity, Lakes, Upper Nile, and Jonglei. It is estimated that around 30,000 IDPs have sought refuge in the two UN bases in Juba; 8,000 IDPs have reportedly sought refuge in the UN base in Bentiu and 3,000 in the UN base in Pariang; an inter-agency mission to Awerial (Lakes) estimates that there are around 124,000 IDPs, mostly from Jonglei. The IRC South Sudan country program is gearing up to respond to the ongoing emergency and is looking for emergency response staff to assist with this.

SCOPE OF WORK:
The Grants and Budget Manager will support the country program in effectively and efficiently developing, monitoring and reporting on grant specific budgets in line with program, country office, IRC global and donor requirements. The Grant and Budget Manager is the focal point for all budgets and BvAs and, at the same time, provides day-to-day oversight of a limited portfolio, assisting with proposals and technical reports when necessary. The Grant and Budget Manager also provides key support to the Grants Coordinator in programmatic and budgetary monitoring, compliance with donor and internal IRC rules and regulations and other key functions as required.

RESPONSIBILITIES:
The Grants and Budget Manager shall be part of the Grants Unit, but will have an essential communications link to the finance team in country and at HQ. Under the supervision of the Grants Coordinator, the Grants and Budget Manager shall:

* Budget Development
 - Work with the Grants Coordinator and DDP to plan budget development and budget modifications for new, continuing or follow-on funding opportunities.
 - Develop detailed, comprehensive and accurate budgets for funding submissions.
 - With input from program staff, develop detailed budget narratives as required by donor.
 - Review proposal and modification budgets alongside technical narratives and budget narratives to ensure consistency and accuracy of submissions.
 - Ensure that proposal budgets are in line with donor rules and regulations and adhere to required formatting.
 - Ensure that internal IRC (global and country program) budget development processes, rules and regulations are followed.

* Budget Management
 - Develop and share spending plan formats for new or revised awards.
 - Prepare monthly budget vs. actual formats in accordance with donor and IRC rules to support effective budget and grants management.
 - Compile and analyse monthly BvA feedback from field managers and budget holders flagging key issues to Grants Coordinator.

* Proposals and Reporting
 - Lead the development of high quality funding proposals for submission to donors in coordination with Program Coordinators and, as requested by the Grants Coordinator.
 - Regularly review donor financial reports to ensure the accurate and timely submission of high quality programmatic reports, and coordinate with the Finance team to ensure timely submission of budget modifications and financial reports.
 - Ensure quality information management through regular maintenance of grant files, reporting calendars, timely submission and updating of internal IRC documentation and other Grant Unit tools, including coordination and preparation of documents and files for internal and external audits.
 - Support the Grants Coordinator in the preparation and follow-up of grants operations meetings, and lead the meetings as requested by the Grants Coordinator.

* Capacity Building
 - Build budget management capacity of field staff by facilitating training, and providing one on one follow up support.
 - Build staff capacity in budget management. Train program and operations staff how to review BvAs.

REQUIREMENTS
* Education
 - Bachelor’s degree in relevant area (e.g. accounting, business administration, commerce, finance, economics, international development or related field).
 - Desirable, Masters degree, preferably in international relations, international development, or finance

* Experience
 - Minimum of two years of budget development and grant management experience, including writing budget narratives and modification requests.
 - Demostrated ability to develop, and provide oversight for, complex budgets. Experience with multiple budget formats and reporting regulations, including various governmental and UN donors - USAID/OFDA/BPRM, ECHO, SV, EU, Danida, DFID and UNHCR, UNICEF - preferred.
 - Experience in Africa preferred
 - Experience with various computer and financial related software, especially Excel.
 - Experience with an international non-govermental organization in a less developed country preferred.

* Skills and Abilities
 - Able to function comfortably in a complex environment: organized, detail-oriented – skilled in time management, multi-tasking, determing priorities and meeting multiple deadlines.
 - Strong ability and demonstrated capacity to work flexibly across teams and meet competing demands with a friendly and solution-oriented attitude.
 - Excellent organizational skills and ability to determine priorities and meet multiple deadlines;
 - Detail-oriented with good multi-tasking abilities and communication skills, both oral and written

WORK ENVIRONMENT:
* SECURITY:
Security level red. The situation in Juba is calm at the moment but remains tense and unpredictable; concerns include criminality, presence of armed troops, and looting. There is active conflict in many parts of the country and a possibility for further expansion of the conflict and violence into other areas and other states.

* HOUSING:
Lodging in Juba is in a private bedroom, with en suite bathroom, in a shared IRC guesthouse. In field sites sleeping accommodations range from tent to traditional hut to permanent structures. Field compounds have latrines and showers. All IRC sites have electricity and internet at least several hours per day. Food is the individual’s responsibility.
