The Cash Learning Partnership (CaLP) is an interagency partnership that promotes the appropriate use of cash transfers in emergencies through capacity building, evidence based research and advocating for and engaging in developing policy around cash based programming. Founded in 2006, the CaLP has grown significantly since and from 2015 onwards, is likely to have staff strength of up to 20-25 full time staff, deployed to different parts of the world. Since 2012, CaLP has increasingly developed strategic partnerships at global and regional level and following an external review in 2013-14, a new global strategy based on a revised structure and membership of CaLP is being developed.

 The CaLP is looking for a Regional Focal Point to be based in Dakar, Senegal.

OBJECTIVES:

To work with humanitarian actors in the West Africa Region to support the continued development of a community of practice around cash transfer programming and build capacity of interested stakeholders and partners. To build evidence and best practice in the region through context specific research that contributes to national, regional and global learning. Ensure that the results from evidence and research feed into advocacy and influencing of partners and stakeholders. Contribute to and implement the CaLP Strategy 2015 in the West Africa region, ensuring that activities and key messages remain relevant to the region.

RESPONSABILITIES

Strategy:

  • Develop CaLP regional strategy in line with CaLP global strategy including defining with the CaLP Coordinator/Director the priority countries and appropriate linkages.
  • Feed into CaLP global advocacy strategy, capacity building strategy, evidence building strategy and any other strategic documents being developed.
  • Ensure the activities implemented in the region (e.g capacity building) are in line with the regional strategy.
  • Develop regional strategic partnerships in line with the global/regional strategy.

Coordination and community of practice

  • Work with existing coordination systems to promote cash coordination and good practice in the region. This may entail linking with the existing coordination mechanisms at country and regional level, if required, setting up and managing a network of cash coordination groups or facilitating the creation of national cash coordination working groups.
  • Build and maintain a database of CTP, capacities and other related activities in the region.
  • Facilitate and maintain a community of practice in the region through information sharing, guidance, advice and exchange of technical support.
  • Work on CTP preparedness plans for the region and countries – including potential pilot projects with private sector, government, capacity building initiatives etc.
  • Ensure proactive national and regional coordination efforts during an emerging crisis, facilitating the active consideration and harmonization of CTP (rates of payments, type of work undertaken as conditional transfers, monitoring templates and indicators, etc)

 

Capacity Building

  • Support the CBO to build capacity in CTP (and market assessment and analysis where relevant) of the West Africa community of practice.
  • Ensure the CBO follow up with participants of CaLP trainings in West Africa on the utilization of knowledge gained and identify local CTP experts.
  • Ensure the CBO is planning efficiently the CaLP training in the region with the support of the Administrator and Communications Officer.
  • In collaboration with the Technical Coordinator/Senior CBO, support the development of context specific tools on cash and voucher transfers with the regional community of practice and advocate for their adoption by key humanitarian actors (including government) in the countries.
  • Engage with the private sector to explore and develop systems that ensure efficient delivery of cash in the event of a humanitarian crisis.
  • Respond to any requests and needs on technical support and guidance during a crisis situation on regional or country level and provide surge capacity. This is closely linked to the cash working group coordination activities.

Funding and Reporting:

  • Engage proactively with donors, governments, and the corporate sector to attract funding of CaLP plans/activities on country and regional levels as per the CaLP global, regional and funding strategy.
  • Lead on development of proposals and reports for the region and provide inputs and contributions to global CaLP funding efforts and management of grants through reporting, budgeting and follow up.

Evidence Building and advocacy

  • Document good practice and innovations, and ensure information management on regional and country level, for sharing with the wider regional/global community of practice.
  • Identify and initiate evidence building relevant to regional or country advocacy and learning priorities.
  • Develop and implement regional dimensions of the global advocacy strategy including a mapping of stakeholders and advocacy targets.
  • Contribute to CaLP global advocacy efforts by ensuring linkages between country, regional and global advocacy priorities.
  • Provide inputs in country level cash working group advocacy efforts with partners and stakeholders.

CaLP Global Network

  • Provide technical inputs
  • Promote and facilitate formal learning partnerships between agencies, UN, the Federation members and National Societies, and governments.
  • Support global learning through active involvement in global CaLP activities.
  • Liaise and report regularly to CaLP Coordinator and attend meetings as and when needed.

PROFILE

  • A post-graduate degree in socio-economic, food security, livelihoods, social science or equivalent.
  • Experience in humanitarian/development work, of which a significant amount should be in implementing/managing cash transfer programmes.
  • Proven record in coordination liaising with various agencies/individuals, organise events, prioritize work and ensure a smooth flow of information and regular reports.
  • Diplomacy, good interpersonal, negotiation and influencing skills.
  • Ability to work independently and with a geographically dispersed team.
  • Proven experience of the major humanitarian donor reporting and proposal procedures (ECHO, OFDA, etc.)
  • Excellent written and spoken communication skills in French and English.
  • A sound understanding of the importance of gender and equal opportunities in humanitarian work.
  • Sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts and individual team members.
  • Experience and training in the EMMA tool kit or equivalent markets experience is an advantage.

REMUNERATIVE PACKAGE

We offer immediate incorporation to a dynamic international network with the following remuneration package:

  • Work contract: until 31/12/2015 with strong possibility of extension subject to funding
  • Salary: from 1850€ to 2400€ gross per month according to candidate’s previous experience (according to standard list of ACF- Spain)
  • ACF- Spain remuneration system allows a salary progression based on the annual development appraisal.
  • Up to 20% additional remuneration depending on the position’s context and responsibilities (according the grading scale set by ACF-E)
  • House and maintenance covered by the organization (including per diem): package estimated according to the destination.
  • Travel costs to and from the mission.
  • 25 working days of paid leave per year.
  • Break: additional rest period, including travel cost to a reference area and economic help of 215€.
  • Health, repatriation, travel and life insurance covered by the organization.
  • Extra per month and per child (Under 18 years old): from 100€ to 225€ monthly (according to standard list of ACF-Spain).
