Contract length: Till December 2014

The role

  • To research and provide a guideline of the budget making process, with particular emphasis on timing and entry points for advocacy, and useful insights on the associated political dimensions
  • To research and provide advice on how the NSSS is likely to be financed, particularly regarding the social safety net programmes that impact on children, and a financial overview of social protection budgeting in Bangladesh including current financing trends and their implications
  • To cost the implementation of an evidence-based policy proposal that will be provided by Save the Children regarding better inclusion of young people in the government’s safety net programmes

Tasks and deliverables

  • Prepare a brief (10-15 pages maximum) and accessible (avoiding unnecessary jargon and overly technical terms) guideline and report, written in English, which clearly meets the above mentioned objectives.
  • Present the report to the CRG team in order to build their capacity and improve their understanding of core fiscal processes, especially the budget making cycle and social protection spending in Bangladesh.

The final report is due early December 2014 and presentation of report to CRG team to follow.

Qualifications and experience

The consultant should have:

  • Advanced university degree from a recognized university in Development Economics, Public Finance, Public Policy and/or Administration, Political Science or other relevant discipline (or equivalent professional work experience)
  • Prior knowledge of public finance management and the budget-making process in Bangladesh
  • Previous experience working with government officials in Bangladesh
  • Excellent written and spoken English; AND
  • Proven experience in conducting research, writing and submitting reports to a high technical standard

The consultant’s proposal for the consultancy should provide a description of the consultant/firm including an outline of the consultant’s/firm’s recent experience on similar consultancies. The proposal should list itemized details of costs associated with the study. The proposal will be assessed technically and financially.
