About the role

We are recruiting the Country Director for our Timor Leste Programme, based in Dili. As the Country Director, you will be MSI's senior representative in the country, working closely with governments, donors and other key stakeholders to deliver essential family planning and reproductive healthcare services to empower women to choose when they have their children.

One of MSI's smaller programmes, MSI Timor Leste was established in 2006 and currently employs c. 70 staff across 8 of the 13 districts in the country. As the only organization specialising in sexual and reproductive health services in the country, the programme is focused on improving the health of people in Timor-Leste through provision of family planning and safe motherhood services, sexually transmitted infection and HIV counselling and testing, and youth friendly information and services. However, with crucial support from governments and donors, there is potential to grow this well-established platform through clinic expansion and establishment of pilot mobile clinics outreach.

As the Country Director you will lead a skilled professional country team valuing and rewarding high performance, accountability, speed and efficiency and innovation, while keeping the client at the heart of everything you do. You will lead in the development of new business opportunties overseeing financial, administrative and logistical resources; and ensuring adherence to MSI minimum standards; and assuring quality operations in line with annual and long-term strategic goals and objectives.

About You

You do not need to have Family Planning or SRH experience to apply for this role; working as a Country Director at MSI, what you do need is a passion for our mission and the work that we do. In addition you will be an experienced Country Director in the development sector who has managed a complex programme and has a demonstrated understanding of implementing development programmes. You will be a hands-on, commercially-minded manager who is drawn by the challenge of both programme expansion and building long-term relationships with key stakeholders.

You will have proven general management experience in operationally demanding and challenging environments as well as experience designing and delivering strategic and annual business plans and income generation through donor funding, and/or commercial activities. You will have financial and reporting management experience, to include managing and improving the bottom line and the ability to generate, track and analyse management information and client data to inform management decision-making. In addition you will be motivated to deliver tangible results for the organisation and have the ability to manage change successfully.
