ROLE PURPOSE:

The Asia Talent Development Manager is responsible for the development and implementation of integrated talent management programs and processes in Asia with the end in view of improving organisational diversity and supporting the achievement of the Global Talent and Diversity Strategy by increasing the cadre of national staff and woman in senior management and technical positions. This role will be offered on a local National terms and conditions, based in Save the Children country office in Asia with regular travel throughout the region.

KEY AREAS OF ACCOUNTABILITY:

 

Country Talent Development and Management

  • Support implementation of country level talent identification and development schemes integrated with existing recruitment and selection, diversity, performance management, learning and development processes and reward and recognition practices
  • Support, advise and build the capacity of Country Offices in establishing succession planning systems and processes, and embedding SCI performance management and competency framework
  • Advise and train HR, Country Directors , members of Senior management team (SMT) and Extended SMT on talent development and diversity management
  • Champion and support diversity initiatives within the region

Regional Talent Development

  • Further improve and implement Regional level talent identification and development scheme using country talent list, Fast Track and other talent pipelines
  • Manage and coordinate learning and development programmes such as the Managing High Performance, Senior Management Development Programme and Leadership Development Programme ensuring Asia middle and senior managers avail of the offerings and their participation tracked.
  • Support the RHRDs in the implementation of the Accelerated Coaching Program
  • Strengthen the regional Fast Track scheme to ensure steady supply of talent during emergency or non-emergency deployments
  • Support RHRDs in developing and implementing regional succession plan
  • Design and coordinate talent development mechanisms across the region (secondments, exchanges, work shadowing, temporary deployments)
  • Co-ordinate and monitor development opportunities for identified talents
  • Work with Region and Country Offices to provide quarterly and annual reporting to centre on Talent and Diversity initiatives

External Talent Acquisition

  • Advise on and work with communications and other HR professionals including Recruitment and Onboarding Manager to improve employer branding in Asia
  • In coordination with centre Recruitment and Onboarding Manager and Regional HR Directors , advise on and develop new approaches on talent attraction specifically on hard to fill roles and establish linkages and networks to expand and diversify advertisement media
  • Provide head hunting capacity for hard to fill positions in the Asia region
  • Design and coordinate the establishment of external talent pipeline such as but not limited to internships, graduate schemes for Asia

Global Talent Management and Diversity network

 

  • Support implementation of Regional and Global Talent Management and diversity initiatives
  • Provide input into development of global guidance and procedures related to talent management, development, diversity and performance management
  • Document best practices and share these with the centre and wider SCI network.
  • Adapt global practices where necessary to meet local or regional needs
  • Act as trusted partner of the Talent Development Director, Regional HR Directors and Asia country HR managers on all local L&D matters to ensure the organisation’s goals and business objectives and Management Operating standards are met
  • Participate in and contribute to the promotion and development of Regional and relevant Global HR networks
  • Role model and support the development of an organisational culture that reflects our values, promotes accountability and high performance and frees up our people to deliver outstanding results for children and excellent customer service for our members and donors

QUALIFICATIONS AND EXPERIENCES

  • Substantial experience in talent management, learning and development and performance management and diversity
  • Demonstrated ability in implementation of talent management approaches and supporting learning on the job or other experience-based learning
  • Ability to interpret global strategy into effective regional approaches
  • Demonstrated ability to work in multi-cultural situations and/or multi-locational settings using a collaborative approach
  • Significant experience of working within Asia
  • Proven ability to handle challenging work load
  • Excellent written and verbal communication skills
  • Fluency in English (required) and additional knowledge of one or more of the Asian languages (preferred)

  • Ability to travel frequently within the Asia regions
