BACKGROUND:

The IRC began its health work in South Sudan in 1989, training health workers and making health services available to remote, underserved communities. With the signing of the 2005 Comprehensive Peace Agreement, the IRC began supporting the Government of South Sudan’s efforts to establish health systems. Today, the IRC continues to work closely with the newly formed Republic of South Sudan in strengthening those systems. However, a lack of resources, widespread poverty, and low literacy levels continue to challenge efforts to meet the basic needs of the South Sudanese people. It is estimated that only 25% of the population has access to any kind of health care services, 80% of which are provided by humanitarian and other non-governmental organizations.

The overall goal of the current iCCM nutrition project is to decrease child morbidity and mortality in Aweil East, Aweil North and Aweil South Counties of Northern Bahr el Ghazal State and Panyijar County of Unity State by training and equipping Community-Based Distributors (CBDs) to screen and refer children with malnutrition for treatment. IRC is interested in closer integration between the iCCM and the CMAM program to improve access and coverage of the treatment of severe acute malnutrition (SAM).

 

SCOPE OF WORK:

The Nutrition Program Manager will work closely with the iCCM Program Manager to manage the home-based treatment of SAM as part of the iCCM program and in collaboration with In collaboration with Supply Chain, the M&E Manager and Field Coordinator. S/he will be responsible for CMAM program implementation, reporting, capacity building and representation at field level in all assigned project sites in Aweil South County. The Nutrition Program Manager will be performing technical aspects of project implementation as per the nutrition coordination’s technical guidance/advice and follow up.

 

RESPONSIBILITIES:

 

 

Manage Nutrition Activities under the current DFID funded iCCM Project:

·        Provide technical support to the IRC and MOH staffs for the running of the Outpatient therapeutic program (OTP) activities.

·        Identify training needs, and supervise the technical training of all County nutrition staff members

·     Define context specific program implementation modalities such as community mobilization strategy, support and supervision modalities of field staff, working relationship with key community figures, program participants, monitoring systems, staff schedules, etc.)

·        Define overall CMAM implementation plan in collaboration with the nutrition coordinator and the Nutrition into iCCM Advisor to ensure the full package is planned and implemented.

·         Plan, develop and conduct trainings and start up according to the program implementation plan and in line with national protocols.

·         Provide formal training session to Nutrition staff including CHD staff on the management of acute malnutrition whenever necessary, including refresher training.

·       Ensure that each of the supported facilities has the necessarily equipment, materials, supplies and drugs to implement planned activities to ensure quality treatment.

·         Ensure communication and coordination between planned activities for OTP, IYCF and community outreach.

·         In consultation with Field Coordinator and Nutrition Coordinator, liaise with local government officials, UN and NGO agencies in the project areas, to improve the planning and coordination of current and possible new projects.

·      Support sensitization mechanism with the main stakeholders on CMAM and provision of leadership support to the projected activities/research aiming to integrate nutrition into iCCM programming and strategies

·         Assess the needs of identified locations with local authorities and health personnel (HR, material/training needs, rehabilitation, etc.)

·         Evaluate the relevance and appropriateness of current and future programming in relation to nutrition, food security and livelihoods in the local context.

·       Increase departmental integration with iCCM, Health, ERD, EH and Protection through integrated assessment, design, implementation and surveillance

·         Contribute to IRC contingency planning for possible Nutrition emergency response if required.

·         Prepare internal and external reports for IRC and donors, including expenditure and procurement plans.

 

Lead the implementation, monitoring and evaluation of nutrition activities at the county level.

 

  • Develop project monitoring system at County level in collaboration with the nutrition team through participatory methods,
  • Lead monitoring of program progress and identification of strategies to improve program quality
  • Identify opportunities for deeper assessment, applied research, or publication related to ongoing program, particularly in integration of Nutrition.
  • Contribute towards developing and maintaining a surveillance system in Aweil South.
  • Participate in updates of the IRC south Sudan Nutrition strategy, in addition to the larger country strategy to which it will contribute.
  • Contribute to developing concept papers and proposals for prospective donors.
  • Responsible for the timely submission of Procurement Request forms to SA in collaboration with the FA
  • Responsible for the timely submission of Nutrition reports (supplies and performance indicators) to UNICEF.

 

Representation

   

  • Support, and actively participate in the County/State Nutrition Cluster, and nutrition assessment and survey groups (FNMS, SMART, SQUEAC).
  • Coordination with MOH, UNCEF, WFP, WHO and any other stakeholders involved in nutrition at district and provincial level and calls for ad hoc meetings when necessary.
  • Represent IRC nutrition programs when and if necessary vis-a-vis donors during their field visits

                                                                 

 

Manage Nutrition department staff

 

  •             Oversee all staff for the nutrition project at the county level including recruitment, regular performance evaluations, management, general well-being, job descriptions, work schedules, discipline etc. in co-ordination with the Field Coordinator and in accordance with IRC International  HR policies and guidelines.
  •              Provide technical support to staff and promote learning based on project objectives and activities and ensure documentation and sharing of learning with other sectors and programs.
  •           Ensure that staff responsibilities are clearly defined and understood, with performance objectives set against work plans and regularly monitored.
  •           Adhere to and ensure Security Protocols are followed by Nutrition teams both when in Office and field areas as per Field Coordinator instructions.

 

Reporting Responsibilities

 

  • Analysis of  weekly and monthly reports from the nutrition staff and  ensure they are sent to IRC Coordination teams, technical units, DDP and partners (including donors) such as UNICEF,WFP , PSI, DFID, and Nutrition  Cluster.
  • Maintained close communication with Field Coordinator, and technical nutrition Coordinator;
  • Technical input in quarterly and annual reporting for IRC and donors.

 

Position Requirements

 

Qualifications: 

Diploma/Masters in Nutrition, Public health or related field with 3 to 5 years experience in managing integrated CMAM program, IYCF initiatives and Public health programming

 

Skills and experience

1. Essential

  • Experience of CMAM nutrition program management
  • Experience with working in integrating CMAM into local health systems
  • Strong capacity building and training skills
  • Strong capacity for relations with state and local stakeholders 
  • Significant experience in implementing both emergency and recovery management
  • Good resource management skills
  • Excellent organizational, leadership and motivation/training skills
  • Disciplined and able to work autonomously and arrive at decisions and conclusions with minimal guidance
  • Able to set own deadlines and meet them consistently 

2. Preferred

  • Fluent in English (professional English required), Arabic and/or South Sudanese local language will be an added advantage
  • Experience with project management cycle (PMC), budgets, and donor requirements/protocols required.
  • Good understanding on integrated programs (iCCM, Health, FSL,WASH,NUT) and incorporation of cross-cutting issues (DRR, Protection)
  • Experience and flexibility in working with complex program settings
  • Experience working with local government departments.
