As a logistic officer, you will oversee the provision of the logistical support for the programme. Be responsible for ensuring an effective supply chain is in place at all times, and that standard logistics and related administrative systems are established and implemented within Medair country programmes. Play an important role in external representation, legal compliance, team leadership and capacity building of logistics staff. The role provides strategic direction, management and evaluation of all aspects of logistics, ensuring relevant information, reporting and accountability requirements are met.

Project Overview

Medair Afghanistan is a complex and dynamic country programme due to instability related to politics and security. Medair has been operating in Afghanistan since 1996 and is currently implementing multi-sectorial projects in nutrition, WASH and food security in vulnerable communities in the Central Highlands and Southern Afghanistan.  There are plans to expand the current programme into new areas and potentially new sectors, as well as growing and strengthening local capacity.

Key Activity Areas

Logistics Management – Supply chain

  • Ensure proper supply chain management procedures are in place according to Medair standards – to include procurement, warehousing, transportation and management of logistics resources.
  • Manage the procurement process, in a transparent, efficient and cost effective manner. Ensure regular and timely transmission of order status, stock levels and shipment status to project and logistics staff.
  • Provide planning support and advice to project managers and others making procurement requests.
  • Ensure that local market surveys are regularly carried out, to ensure a full knowledge of the availability and price of local items. Ensure supplier database is created and maintained reflecting supplier status.
  • Oversee warehouse operations (with particular emphasis on medical and pharmaceutical stores).
  • Maintain accurate filing systems, with documented records of logistics transactions for audit purposes.

Logistics Management – Resources

  • Ensure the management and security of vehicle fleet; ensure maintenance schedules are adhered to.
  • Coordinate all types of equipment and assets including communication, IT and power, to ensure that equipment are managed diligently and operated in the most cost efficient manner.
  • Support management of existing field bases, establishment of new ones and closing of existing ones. Liaise as necessary with the landlords to ensure proper maintenance and optimum availability of facilities and utilities (e.g. electricity, water, phone-lines, physical security and building repairs).
  • Implement logistics security plan to ensure readiness at all times for hibernation or evacuation.
  • Ensure regular backups are done for all computers.

Representation

  • Represent Medair in a positive and professional manner contributing to the continuation of a positive image and overall credibility of the organization.
  • Proactively engage with suppliers, partners, local authorities, other NGOs, clusters.

Financial Management

  • Support development of, and validate, the logistics component of all base and project budgets.

Staff Management

  • Manage staff with integrity and foresight, and in accordance with HR procedures and policies to ensure that they maintain the highest standards of accountability and professionalism.
  • Ensure that all logistics and relevant programme staff are adequately trained and create possibilities for capacity building, mentoring and coaching. Coordinate the delivery of training for national staff to increase their responsibilities in order to build capacity, and ensure sustainability of programs.

Quality Management

  • Develop and implement systems to improve transparency. Ensure adequate anti-fraud procedures are in place to prevent loss or fraud. Carry-out regular inspections to ensure the best use of Medair assets.
  • Ensure projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards.

Qualifications

  • Professional qualification in logistics or training in Supply Chain Management or a related field.
  • Strong working knowledge of English (spoken and written).

Experience / Competencies

  • Minimum one year logistics and management experience in emergency and / or development context.
  • Experience of budget management and the ability to prepare complete and accurate financial reports.
  • Advanced planning, coordination, assessment, analytical and problem solving skills.
  • Technical understanding of mechanical and communication equipment.
  • Able to multiple task and prioritise. Strong organisational abilities and excellent coaching skills.
  • Knowledge of Humanitarian Essentials, Sphere and HAP Standards.

  • This is a field-based position and working and living conditions may be very different to that previously experienced.
