Over the past 81 years, the International Rescue Committee (IRC) has developed unparalleled expertise in helping people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their future. Health programs represent the largest single sector within which IRC currently operates, constituting approximately 45% of the international budget and with activities in 25 countries.

IRC health programs worldwide are implemented in partnership with Ministry of Health and/or non-governmental organizations. IRC is also engaged in direct provision of health care, safe drinking water and sanitation support to beneficiaries where needed. Currently, IRC supports or manages 75 hospitals, 1,256 health centers and 788 health posts through a network of over eight hundred public health and clinical staff employed by IRC country programs. The facility based care is complemented by community level primary health care work implemented by about 9,000 community health workers.

Through offices in Jordan, Turkey, Iraq and Lebanon, the IRC responds to the health and other humanitarian needs of hundreds of thousands of Syrian refugees and internally displaced Syrians and Iraqis. Working with partner organizations, the IRC provides training for doctors, nurses and paramedics working in Syria and much needed pharmaceuticals, medical equipment and supplies for static and mobile health clinics. In Jordan, the IRC operates mobile clinics and provides reproductive health care in refugee camps. In Iraq, the IRC is providing healthcare services to the internally displaced population. In addition to providing direct medical services and supplies, the IRC supports water, sanitation, and hygiene activities in IDP and refugee settlements in Syria and Iraq.

Country-based health staff is supported by a 34-member health technical unit that contributes to the effectiveness and comprehensiveness of IRC primary health care programs through technical support, staff development, and institutional learning. The Technical Advisor, Health Programs will be a key member of the health unit.

Job Overview/Summary: The Health Technical Advisor for Syria Regional Response will serve as the primary source of health unit’s technical support for health programs inside Syria and surrounding countries, namely Jordan, Turkey and Iraq. Reporting to the health unit and with a dotted line to the Regional Director of the Syria Regional Response, this position will work as a member of the regional team. The position will be based in Amman, Jordan with quarterly trips to New York for about 10 days each to work with health unit colleagues.

Major Responsibilities:

  • Support and collaborate with all health elements of the Syria Regional Response, including the one-Syria program (cross border program in Syria from Iraq, Jordan and Turkey) and the programs in Jordan and Iraq. This will require provision of timely and adequate technical support for health assessments, project/program design, fund-raising, project monitoring and evaluation, and service quality monitoring and improvement. This will involve liaison with colleagues in the health unit and other technical units.
  • Be available to travel on short notice to designated countries for extended periods of time to support emergency program needs.
  • Support country management in the recruitment of senior health team members (particularly for expatriate positions), and contribute to the professional development of field staff through training, mentoring, and other technical guidance.
  • Assist health teams to document and share lessons learned and best practices, including inputs on health program reports and technical publications.
  • Serve as an additional resource (complementing the regional and country program offices) for information on health programs, particularly for external communication, advocacy and fundraising purposes.
  • Represent the IRC health unit and Syria Regional Response team in donor meetings, inter-agency working groups, and various global/regional forums as assigned by the supervisor and regional director.
  • Perform any other duties as assigned by the supervisor.

Job Requirements:

  • Clinical degree with a Master of Public health or equivalent
  • Work Experience: At least 5 years experience in public health, including at least two years in developing countries in a senior technical or management position
  • Field Experience: At least one year field experience in humanitarian setting
  • Technical Expertise: Demonstrated technical expertise in more than one of the following areas: primary health care, child survival, MISP and reproductive health care, nutrition, drug management, research and evaluation; and demonstrated experience in project design, proposal development and fund raising
  • Team work: Proven ability to work effectively with multi-cultural and multi-disciplinary teams; skilled at persuading and leading through influence, negotiation and coaching
  • Results-oriented: Ability to respond to multiple priorities in a timely manner, producing high-quality outcomes
  • Communication Skills: Excellence in writing and presentation
  • Training Skills: Able to transfer technical knowledge and skills
  • Language Skills: Proficiency in English; proficiency in Arabic is a huge plus
  • Travel Requirement: 30 - 40% of the time
