BACKGROUND:

The IRC has been providing humanitarian assistance to refugees in Thailand since 1975, working with refugees and displaced Burmese since 1990. The IRC has been working in Myanmar since May 2008, initially supporting emergency response and early recovery interventions for communities affected by Cyclone Nargis. Since then, IRC increased its portfolio to include health, water and sanitation, livelihoods, women’s protection and empowerment and social development programs.  The IRC aims to employ a holistic approach in all locations where it works in Myanmar, which includes Rakhine, Chin, Kayah, Kachin, Shan, Kayin and Mon States.

 

The USAID-funded Project for Local Empowerment (PLE) works to build the technical, management, and leadership capacities of community-based organization (CBO) partners to deliver efficient and effective health, education, legal, livelihood and protection services, and distribute food and cash transfers, for migrants and refugees living in and out of camps in Thailand Border provinces as well as for conflict affected populations living in south eastern Myanmar. PLE also directly addresses the legal and policy environment in Thailand that creates roadblocks for displaced Burmese seeking to access their rights, through advocacy and other interventions.

 

SCOPE OF WORK:

Under the supervision of the Chief of Party, t he Deputy Chief of Party (DCoP) provides direct supervision of PLE components, including health services in conflict affected areas of Myanmar; sustainable health service delivery interventions in partnership with the Myanmar Ministry of Health; and local capacity building of indigenous organizations to better serve their communities. The DCOP provides direct leadership of PLE’s health, Women Empowerment Program (WPE) and organizational development efforts in Myanmar and interactions with the Government of the Republic of the Union of Myanmar; and plays a lead role in ‘convergence’ efforts to promote the recognition and integration of PLE partners and civil society by the Government of Myanmar. In addition, the DCoP provides day to day liaison with other project sectors, such as protection and the PLE consortium partners responsible for managing PLE education and food security interventions to ensure effective alignment and integration of all project components. The DCoP will provide support to the Chief of Party in representational, programmatic, strategic development and quality control duties. Finally, the DCOP will have oversight of grant and sub-grant administrative and management requirements.  Reports to the Chief of Party. 

 

RESPONSIBILITIES:

  • Under the guidance of the Chief of Party, provide direct leadership, supervision and oversight of PLE components to ensure efficient and effective project implementation in accordance with the cooperative agreement, ensuring that the project addresses the needs of the most vulnerable beneficiary populations in the most cost-effective manner;
  • Day to day management of the project by planning, monitoring and evaluating activities in accordance with the cooperative agreement through the development of detailed work plans reflecting  long- and short-term priorities;
  • Support the development of strong and coordinated project monitoring and evaluation systems, and the development and maintenance of systematic data collection, storage and dissemination tools; and support capacity building of partners to improve monitoring capacity and data quality; and respond to informational, data and monitoring requirements of USAID;
  • Provide financial management to ensure the most efficient use of resources by preparing sound budgets, monitoring project budgets against expenditure, and ensuring appropriate adjustments;
  • Provide direct leadership of PLE’s health, WPE and organizational development components whilst overseeing the delivery of all project activities implemented in Myanmar, facilitating the integration of project components through effective collaboration ;
  • Coordinate external technical support and internal technical capacity to maximize program quality and integration of activities;
  • Direct responsibility for representation and interaction with the Government of Myanmar, in particular the MoH; support convergence strategy efforts between actors in Myanmar and Thailand including leading efforts to promote the recognition and integration of PLE partners by Myanmar state service providers and civil society in Myanmar in accordance with democratic reform and decentralization initiatives
  • Ensure strong collaborative partner relationships with government, non-governmental and community based partner organizations, including through regular contact and meetings;
  • Ensure that sub-grant awards are aligned with project goals and objectives;
  • Promote the core PLE objective of supporting a staged transition of project leadership and management of service delivery systems to local partners, while providing healthcare, education, livelihood, food assistance and other humanitarian assistance in ways which are impactful, cost-effective, and strengthen the resiliencies of the most vulnerable persons in/ from Myanmar;
  • Work with all key project staff to identify technical assistance needs and arrange for the provision of assistance and provi de effective guidance and ove r sight to technical assistance and shor tâ€Âterm con sultants;
  • Manage and evaluate project staff performance, creating and maintain a work environment that promotes teamwork, trust, mutual respect, and empowers staff to take responsibility; and supervise the senior PLE program team, including but not limited to the Senior PLE Coordinator, WPE Coordinator, Deputy Partner Development Coordinator, and the Senior M&E Manager ;
  • Support liaison with USAID, publicly represent PLE and IRC, and ensure the distribution of information about project achievements and lesson learned; including through relevant coordination bodies (GO, UN, INGOs and local Coordination networks in Myanmar, CCSDPT, Migrant Working Group in Thailand, and other coordination forums) to improve coverage and impact of program activities within provinces and project constituents;

 

REQUIREMENTS:-

  • Graduate or post-graduate degree in humanitarian assistance, civil society development, community development, or other related field with a minimum of ten years’ experience in managing humanitarian and/or development assistance programs;

 

 

  • Strong command of English with excellent communication and presentation skills. Ability to communicate in any local language (Burmese, Karen, Karenni, Shan, Thai) will be an advantage.
  • Demonstrated expertise in managing large teams under a complex program portfolio spanning humanitarian and development assistance in a variety of operating contexts and beneficiary populations (IDP, refugee, migrant), and in partnership with a diverse array of project partners (government, non-government and community-based partner organizations);
  • Technical expertise in one or more sectors relevant to the PLE project, including: health, education, livelihood, emergency cash and food assistance, rights protection (legal assistance, GBV, protection mainstreaming), institutional capacity building, advocacy, with a demonstrated ability to foster the close integration of multiple project sectors;
  • Strong experience in community participation management and supporting the institutional capacity strengthening of project partners;
  • Demonstrated ability to foster strong collaborative partner relationships and promote a common project vision among a wide array of diverse partner organizations, and transition of project leadership and management to local partners to promote program sustainability, effectiveness, efficiency and responsiveness;
  • Ability to ensure appropriate monitoring and evaluation of a complex program portfolio, encompassing the provision of assistance through multiple stakeholders, including in areas with limited  access;
  • Demonstrated understanding of USAIDs regulatory framework and it’s requirements under cooperative agreements and experience in working closely to foster a collaborative and constructive relationship with the Mission; Strategic planning, monitoring, management, supervision, and budgeting expertise;
