Contract length: 18 Weeks, (August to December 2015) 11 weeks expected to be spent in country, divided in 3/4 visits of 3 weeks each.


The role

AREAS OF ACCOUNTABILITY:

  1. Support the SMT in establishing a sustainable operational model: operationalize the implementation of the Rightsizing Strategy, phasing, definition of Roles and Responsibilities involved, detail and agreement with functions regarding accountabilities, tasks, communications streams, interfunctional interaction (breaking silos, achieving accountability and functional responsiveness mapping and formalising R&R).
  2. Support the CO in the definition of its organisational structure to ensure it is aligned with the operational capability to implement the 2016-2018 country strategic plan and the Master Budget. Provide recommendations on reforms necessary, timelines and resources necessary for implementation.
  3. Support the SMT including the Reset Team Leader (TL) in Building a culture of accountability and improved internal communication by mapping core processes:1) Proposal development with emphasis on budgeting3) Procurement and Delivery with focus on Pharmacy supply Chain5) Ways of Working, Meeting and communication mapping to improve work streams.

  6. Increasing compliance: provide technical expertise and coaching for the implementation of the change management processes expected to be taking place in the framework of the Reset Plan: - Definition of Roles and Responsibilities to foster integration of the Reset team members, including TL, within the existing structure by induction, coaching and training
  7. - Definition of indicators and phasing of the functional plans according to Audit and Operational Rapid Assessment findings and recommendations

- Definition of backlogs absorption plans in Finance, Awards, Logistics, Legal and Compliance, ensuring that Reset work plans are in place for each function, with measurable indicators in place to track progress in implementation that will be followed up by the Reset TL


Qualifications and experience

QUALIFICATIONS AND EXPERIENCE

Essential

    • Knowledge of SCI processes and procedures
    • Extensive operational and/or project management, planning and implementation experience
    • Demonstrated ability to think strategically, to analyse complex information and offer creative, practical solutions.
    • Excellent influencing and negotiation skills, the ability to influence and motivate others. The role will involve liaison with a wide range of people, both internally and externally, and will require the ability to deal with people at all levels with credibility, tact and diplomacy.
    • Demonstrated ability to remain objective/neutral
    • Intellectually flexible – a lateral thinker, open to new ideas and methodologies
    • Proven ability to embrace and champion change
    • Results oriented, with experience in developing and monitoring performance measurement/benefits realisation mechanisms
    • Demonstrated ability to promptly adapt to different ways of working (flexibility), as in this new organization the context is quickly evolving

    • Demonstrated ability to act independently and take on challenges willingly
    • Mobility – the role will require spending a considerable amount of time (at least 60%) in field locations.
  • Fluent in written and oral French and English

Desirable

  • Knowledge of the Central Africa Republic Humanitarian and Development context
  • Experience in change management processes in NGOs
  • Experience in the use of SCI tools (AMS, Agresso)
