GOAL is seeking a dynamic, forward looking external consultant to design and undertake a comprehensive analysis of changes in the aid paradigm, and building on that review, lead a process of redefinition of a new strategy for the agency for the post 2015 environment.

  1. Implementation period:

Between 1st of October and 10th of December 2014.

  1. Methodology:

It is envisioned that the consultant will undertake 3 specific and interrelated engagements in this process:

  1. Future proofing: Critical areas for assessment include:
  • Re-assessing the critical macro level drivers of change
  • Is the traditional Bretton Woods donor really declining in influence
  • Who are the new (non-traditional actors) and what is their role – review of private sector involvement
  • How is emerging technology influencing future aid modalities
  • What does the post 2015 discourse tell us about future trends, priorities and modalities
  • What does the post 2020 global humanitarian and development landscape look like
  • The result of this study would be a detailed report mapping out the implications of the answers to the above with key strategic recommendations for GOAL.

 

  1. Internal Analysis: Design and coordination of a process of self-appraisal and review of GOALs existing Country Strategic Plans and Technical Strategies, to review progress to date and to identify changes in context, key assumptions, internal capacities and approach, and collating and analysing these outputs with a view to developing recommendations for change (as and if necessary).

 

  1. Strategy (re)definition: Presenting these recommendations for change along with the output from External Analysis to the Organisational Senior Management Team (SMT) in Dublin, reviewing organisational progress to date and upon completion of a workshop to review these outputs, describing the agreed changes into a revised and updated Global Strategy document.

 

 

  1. Contract value:

GOAL estimates that the assignment should consist of circa. 50 chargeable days.

  1. Background/company profile on the consultant firm or individuals, which will also include
    1. Team: CV and summary bio of each of Team leader and other team members /consultants proposed[1].
  2. Name and contact details of person responsible for the proposed assignment.
  3. Methodology, with more detail included under the following headings;
    1. Approach
    2. Activities
    3. Deliverables
    4. The role(s) of the proposed team members
  4. Tender offer ( total amount in euro)
  5. Statement of recent experience similar in nature to the contract advertised here
  6. Signed copy of RFO DUB-X-5234 and completed Vendor registration form

 

[1] The experience of the team members proposed will be a critical element of the assessment process. Team members proposed must be available to undertake the assignment during the timeframe indicated in this document. Failure to present proposed team members for the full input described in the proposal may result in the full and immediate cancellation of the contract.
