CARE Yemen’s program strategy focuses on provision of a range of humanitarian and longer-term assistance across Yemen. The Humanitarian Program Coordinator (HPC) is a member of the Country Office Leadership and Senior Management Teams. S/he supports the Assistant Country Director (ACD) Programs in 1) ensuring quality of sectoral interventions, 2) effective and efficient program design, development and fundraising, 3) improving the Country Office (CO) Emergency Preparedness and response capacity, 4) managing consortia initiatives as well as strengthening internal and external coordination and cooperation that maximizes sustainable impact of CARE’s humanitarian work in Yemen. S/he will ensure that CARE’s programing and humanitarian principles, codes, and policies are well respected at all times across his areas of responsibilities.

The HPC contributes significantly to the Country Office's commitment to linking short-term humanitarian actions to longer term programs through effective sectoral strategies i.e. Food and Livelihood Security, WASH, Protection, Gender in Emergencies and quality resilience interventions that focus on gender transformation, accountability and collaborative partnerships with local and international institutions. The HPC will manage a team of sectoral specialists who will support quality humanitarian response and build the CO capacity in Emergency Preparedness and Planning (EPP).  The HPC will ensure that the CO program interventions are in line with overall CARE's Program strategies, approaches and principles. S/he will also ensure that systems and technical staff are in place to ensure provision of adequate technical support to the CO humanitarian programs. S/he also supports the identification and mobilization of resources, maintains donor relations and leads the design and development of new humanitarian programs. In addition, h/she will contribute to the CO strategic planning, expansion of new partnerships and geographical areas, advancing monitoring and assessments tools, and representing CARE in internal and external fora as required. S/he works closely with, and is supported by the program implementation teams, Partnership and Grants and DM&E units as well as with International Non-Government Organizations (INGOs) partners in consortia and respective CARE International members.

The HPC will have excellent understanding of humanitarian standards and principles and extensive experience in complex and conflict emergency settings. The HPC will have demonstrated experience in developing and managing multi-sectoral humanitarian programs with multiple donors, including proven experience in establishing inter-agency collaboration mechanisms and managing a multi-disciplinary teams and large complex budgets.

Primary Responsibilities:

  • Lead a team of sectoral specialists to ensure quality of sectoral interventions

  • Support program design, development, planning and fundraising

  • Improving and maintaining EPP and response capacity

  • Monitoring, evaluation and reporting of programs

  • Liaison, coordination, engagement and partnerships

  • Perform other duties as assigned

    Primary Skills:

  • Advanced university degree in social sciences, international development or related technical field

  • At least 5 -7 years senior management experience in development, rehabilitation and/or relief programs

  • Minimum of 5 years’ humanitarian experience in strategic and operational planning, program design and development, fundraising, and monitoring and evaluation

  • Experience in successfully managing institutional partnerships with national and international NGOs

  • Experience in establishing and maintaining collaborative relationships with donors, civil society and government counterparts

  • Familiarity with key humanitarian and development aid donors

  • Strong personnel leadership skills, particularly mentoring skills

  • Ability to work under pressure and stressful environment

  • Strong humanitarian program design and development skills

  • Demonstrated ability to successfully fundraise for humanitarian initiatives and writing proposals and reports to an end quality that are deliverable in English)

  • Facilitation/training and dialogue/liaising skills

  • Problem solving skills

  • Excellent analytical and written and oral communication skills in English (ability to effectively produce quality written documents)

  • Demonstrated ability to effectively manage competing priorities

  • Strong computer skills including MS Word and Excel
