The IRC Finance department seeks to achieve excellence in financial management by providing accurate and timely financial information to IRC management and programs and by adhering to established financial practices and accounting principles. The HQ Finance Team does this by supporting and training staff, by implementing and monitoring the implementation of IRC and donor policies and procedures, and by gathering the necessary financial information in preparation of the organizations’ financial statements.

 

JOB OVERVIEW:

As a member for the HQ Finance Team, the Senior Finance Officer, PQU/EPRU will facilitate timely and accurate reporting of financial and budgetary information for the Program Quality Units (PQU) currently comprised of the 7 technical units (TUs) as well as support the Emergency Preparedness & Response Unit (EPRU) in HQ. The successful candidate will be able to provide high-level dedicated support to a growing complex portfolio of HQ-led and implemented projects. 

 

MAJOR RESPONSIBILITIES:

Financial Management

  • Review internal financial reports (FM01 and operating budgets) and ensure that management at headquarters and the TU Directors are kept updated on financial related issues of their units;
  • Revalue non-USD currency balances on grants and record foreign exchange adjustments;
  • Record monthly revenue recognition entries including indirect cost on grant transactions;
  • Manage non-USD cash balances on PQU grants between NY and UK as well as euro, GBP and other accounts;
  • Review grant receivables balances to ensure appropriate and timely follow-up;
  • Ensure PQU unit balance sheets are reconciled and cleared timely;
  • Approve transactional coding on payment and journal vouchers;

 

Financial Support

  • Ensure that senior management is aware of financial, administrative and/or procurement issues that may impact PQU  financial performance;
  • Primary contact for technical guidance and support on financial issues as requested by PQU staff;
  • Liaise within the finance department on behalf of PQU to resolve financial issues related to multi-location grants and general grant implementation;
  • Conduct finance training to PQU staff on a regular basis;

 

Grant Financial Management

  • Participate in the preparation of donor proposals:
    • Provide technical financial support to TUs & EPRU as part of the budget review
    • Provide guidance on compliance issues as related to financial management
    • Perform the final financial review of the proposal document prior to approval and submission the donor;
  • Prepare and submit quarterly US Government financial reports (SF425) for PQU & EPRU grants;
  • Review non-USG interim and final financial reports prior to submission to either the donor or the IRC-UK;
  • Research and finalize closeouts for the US Government grant portfolio;
  • Review subgrant budgets, payment requests and ledger balances as necessary;

 

Key Working Relationships

Based at IRC Headquarters in New York, the Senior Finance Officer, PQU will report to the Associate Controller and will work closely with the PQU & EPRU finance focal points, Technical Unit staff, IPD grants manager, and HQ Finance Department.

 

JOB REQUIREMENTS:

Educational Requirements

  • Bachelor’s Degree in Accounting or Finance

 

Experience Requirements

  • Min. five years progressive finance/accounting experience in the non-profit sector;
  • Previous work experience in a multi-cultural international environment is desirable. 
  • Demonstrated familiarity with GAAP and proven general knowledge of Fund Accounting;
  • Previous work experience with a major general ledger software package – experience with SUN preferred;
  • Proven knowledge of US Government and European regulations highly desirable;

  • Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced team environment;
  • Flexible work attitude: the ability to work productively in a team environment & independently and ability to meet unexpected demands;
  • Strong Computer skills: facility with MS Word, Excel, various accounting software, and email/internet software;

 

WORKING ENVIRONMENT:

  • The position will work in the New York City Headquarters location and is expected to be on-site
  • Standard office work environment
