Background/IRC Summary:

This work is led by the IRC’s Business Development Unit (BDU) in close collaboration with regional and country management structures, the IRC’s Technical Units and a range of specialists based in the USA and Europe. Specifically, the BDU assists with proposal development, partnership and donor negotiation. The unit works closely with other departments to develop learning and management tools that further the agency’s strategic goals. 

 

Job Overview/Summary:

The Program Manager (PM) will be the focal point for all information received and generated by the Business Development Unit. The PM will generate quarterly and annual reports with all relevant statistics and will support the development and submission of competitive proposals. The PM will also serve as a resource for other IRC Units and staff who have questions related to business development and the BDU. The PM will perform all administrative functions related to the unit supporting a team of nine staff.

Based at IRC Headquarters in New York, the PM will report to the Senior Business Development Officer within IRC’s Awards Management Unit (AMU) and collaborate closely with other departments to ensure the proper management and analysis of information.

 

Major Responsibilities:

  • Develop/maintain the information on all competitive proposals;
  • Track all announcements for competitive proposals on a daily basis;
  • Coordinate linkages/information exchange with other IRC departments;
  • Generate reports as needed regarding competitive grants and contracts;
  • Track business development unit budgets;
  • Act as focal point for all IT related issues affecting the Unit;
  • Assist with the development and dissemination of proposal development tools;
  • Act as the focal point for Grants.gov; lead or assist with online submission of proposals as necessary and provide necessary training to other staff using grants.gov;
  • Support After Action Review processes;
  • Support Unit staff in the preparation of teaming agreements as needed;
  • Support Unit staff in the preparation and coordination of competitive bids as needed;
  • Liaise with international program staff to keep past performance tables and capability statements current;
  • Support the Business Development Unit Director in preparing for senior management meetings;
  • Maintain electronic files of all relevant documentation;
  • Support the Business Development Unit staff with administrative tasks such as photocopying, processing invoices, making travel arrangements, filing, and other duties as needed.
  • Participate in special projects, as needed;
  • Other responsibilities as assigned by the Director.

Job Requirements:

  • Bachelor’s Degree. Advanced degree in related field preferred;
  • Minimum 3 years’ work experience with projects funded by the USG or with development or humanitarian assistance organizations;
  • Exceptional interpersonal skills with the ability to successfully interact in a multicultural professional environment;
  • Ability to use sound judgment in maintaining confidentiality of sensitive information;
  • Flexible work attitude with proven ability to work productively in a team environment & independently;
  • Ability to take initiative and problem solve with minimal guidance;
  • Excellent organizational and analytical skills with proven ability to prioritize projects and follow through with attention to detail and high-level accuracy;
  • Attention to detail without losing sight of the bigger picture;
  • Excellent oral and written communication skills;
  • French language skills a plus; and
  • Ability to multi-task and work effectively under pressure.
