The IRC has been working in the Philippines since shortly after Typhoon Haiyan struck the central region of the country on November 8, 2013, implementing programs in shelter, livelihoods, WASH, child and women’s protection.  The IRC has implemented its project activities with Philippine Business for Social Progress (PBSP) and the Ramon Aboitiz Foundation, Inc. (RAFI). Both are well-established local private organizations with good reputations, and experience working in the areas targeted by the IRC. PBSP and RAFI are recognized for their development work in health, the environment, education, livelihoods, and capacity building for local organizations. In addition, both organizations are now in the process of establishing their own Emergency and Disaster Management Departments. Both organizations are supported by a large number of private companies and have experience bringing the private sector into development and – lately – relief work.

As a result of their post-typhoon partnership with the IRC, both organizations have requested that the IRC share expertise and experience through training to help them build their capacity in emergency response. This will allow them to build their response capacity and thus be better prepared to work within the emergency context and respond more efficiently to future emergencies. This increased capacity would have a long-term and wide-ranging effect on people living in these areas who are affected by future emergencies.

Objective and Outputs
The objective of the consultancy is to develop tools and materials to support the implementation of emergency capacity building activities for IRC partners in the Philippines.  These tools and materials include:

An emergency capacity assessment for use with RAFI and PBSP which will help identify a baseline for current emergency response capabilities for these organizations (and for other emergency partners in the future.)
A learning needs assessment, based on the original basic assessment used in February with both groups, designed to gauge the interests and needs of individual staff as well as the partner organizations related to learning/training around emergency response.
Monitoring and evaluation tools for assessing the effectiveness of specific capacity building training activities will be developed and piloted throughout the training process.
Standard curriculum modules to be used for training in priority and areas (as defined by RAFI/PBSP*) and secondary areas to assist partners in improving their overall emergency response capacity.

Duration of Project: Up to 80 consulting days (to be completed by September 1, 2014)

Outputs:
* Outline of the structure, content and priority modules of the humanitarian capacity building curriculum in consultation with HLC Curriculum Consultant (Syria Region).
* Complete set of humanitarian training modules for priority learning areas identified by RAFI-PBSP with IRC inputs.*
* Complete set of training facilitator notes, and fully developed participants guide/workbook for priority learning areas.
* Complete set of training facilitator notes, and fully developed participants guide/workbook for priority learning areas, including training delivery methodologies (based on principles of adult learning) and adaptable to a multitude of cultural settings.
* An emergency capacity assessment tool to evaluate the current status of emergency response capacity within an organization measured against commonly accepted humanitarian benchmarks as well as IRC emergency strategies and processes.
* A learning needs assessment tool to evaluate individual competencies in emergency response and to gauge most priority areas of training for both individuals and groups/partner organizations.
* Monitoring and evaluation tools to assess progress on individual and partner learning objectives and emergency capacity building training effectiveness.
* Complete set of humanitarian training modules for secondary learning areas.
* Complete set of training facilitator notes, and fully developed participants guide/workbook for secondary learning areas.
* Complete set of training facilitator notes, and fully developed participants guide/workbook for secondary learning areas, including training delivery methodologies (based on principles of adult learning) and adaptable to a multitude of cultural settings.

Activities include:
* Establish current thinking and proposals, reading materials and meeting and discussions with IRC staff around emergency capacity and training
* Meeting and discussions with training providers and agencies and potential project partners on existing training content
* Reviewing and analyzing training needs survey, extract training priorities and preferences for delivery of training
* Developing targets and priorities for training/options for different staff
* Develop outline for training curriculum content – consultative process with potential project partners
* Develop proposal for training delivery methodology - consultative process with potential project partners
* Reviewing existing training modules of the IRC (including the HLC project)  and other training providers and agencies and potential project partners
* Training module development – including a consultative / feedback process with other humanitarian training providers and agencies and potential project partners
* Development of training facilitator notes and instructions
* Development of participants workbook

Priority areas for training identified by RAFI/PBSP in initially needs assessments done by the Emergency Preparedness and Response Unit (EPRU):
* Rapid Needs Assessment
* Project Cycle Management
* Humanitarian Principles and Systems, Sphere (with emphasis on Protection and Livelihoods)
* How to build disaster resilient communities
* Monitoring and Evaluation (including RTEs)
* Leadership in Emergencies
