The IRC’s global headquarters are in New York. Our European headquarters, IRC-UK, were established in London in 1997 to support the organisation’s global activities and particularly to diversify its donor base and be able to better advocate with European policy makers on behalf of the people we serve. IRC-UK comprises approximately 50 staff across five departments.

The International Programmes Team (IPT) of 20 staff is tasked with identifying and facilitating proposal development, project management, compliance and donor liaison reporting to the Director of the International Programme Team.

SCOPE OF WORK

This position is central to IRC-UK’s business development and compliance function with regards to commercial contracts and requires an experienced and motivated team-player with effective communication skills and a strategic eye for business opportunities.

The main purpose of the position is to facilitate European commercial business development, compliance and monitoring for IRC’s Commercial Contracts Team which sits within the IPT.  The Commercial Contracts Team supports the contract/service delivery model project work of the regional staff who lead on proposal review and project management.

This entails, but is not limited to:

  • Being responsible for IRC-UK’s work on specific funding proposals and vis-à-vis specific European donors, including:
    • Building knowledge and understanding of European donors for commercial contracts
    • Facilitate/lead on budget development and compliance support for regional finance staff
    • Building new donor opportunities and relationships

WORKING RELATIONSHIPS

  • Reports to the Head of Commercial Contracts
  • Close coordination with Regional Programme Managers and Regional Grants Officers
  • Coordination with Technical Units (TUs) and Regional staff for finance and project management and compliance and relevant support structures within the organisation
  • Coordination with the commercial contracts team

 ESSENTIAL JOB FUNCTIONS

A. Support Capacity

  • In collaboration and coordination with the IPT, develop competitive commercial submissions for country programmes
  • Develop tools to provide guidance on the financial management of commercial contracts for country programmes and finance teams

B. Opportunity Development and Project Budget Management

  • Identify and develop tender submissions, undertake competitive fee rate modelling and lead on budget narratives
  • Build knowledge and understanding of commercial fee structures within the IRC
  • Act as a reviewer for internal budgets and budget narratives submitted as part of European commercial proposals; analysing submissions against donor rules and value for money
  • Ensure lessons learnt are embedded into future processes, devise complementary formats to support existing financial systems
  • Act as a focal point for regional and financial controllers regarding budgets for large-scale competitive proposals
  • Advise field staff on how to structure budgets to enhance competitiveness;
  • Collect and submit financial materials to donors and partners
  • Complete certifications and assurances
  • Provide trainings to IRC staff (in field and headquarters) on budgeting for contracts

C. Developing relationship with key partner and donor counterparts                                          

  • Develop professional relationships with key individuals within target donors, networking fora and partners
  • Representation of IRC-UK with existing and potentially new donors and partners’ finance teams              

PERSON SPECIFICATION

Essential qualifications, skills and experience

  • Extensive knowledge of Commercial Contracts and their financial requirements
  • Excellent understanding of budgets under commercial contract mechanisms and the ability to present pricing options and models (fixed price and fee rate models) along with a successful track record of developing and managing commercial tender budgets
  • Understanding value for money and competitiveness
  • Ability to undertake financial analysis and communicate and negotiate with donors, partners and field offices both verbally and in writing
  • Ability to work under pressure and meet deadlines
  • Ability to travel for bid development and monitoring
  • The right to work in the UK

Desirable qualifications, skills and experience

  • Understanding of Commercial Contracts under European donors, ideally including DFID
  • Qualification in Business Admin, or Finance
  • Sound understanding programme management
  • Fluency in French
