TEAM PURPOSE: To ensure implementation of food security activities, and contribute to the recovery and development of sustainable livelihoods of the Filipino population affected by disasters/emergencies (natural and man-made)

 

JOB PURPOSE: To support the coordination, management and implementation of Oxfam’s Emergency Food Security & Vulnerable Livelihoods programmes in the Philippines and lead on EFSVL strategic development, including ensuring effective emergency preparedness and innovative, transitional programming linking emergency response, early recovery and sustainable, resilient livelihoods approaches in line with the overall country strategy

BUDGET RESPONSIBILITY:

 

BACKGROUND:

On November 8th, 2013, the Visayas region of the Philippines was struck by Typhoon Haiyan (local name Yolanda), one of the strongest typhoons in recorded history. The destruction led to wide-spread destruction with a total affected population of 14 million beneficiaries. Oxfam decided to intervene as soon as the typhoon struck and has scaled up in four programme locations: Samar, E. Leyte (Tacloban), W. Leyte (Ormoc) and N. Cebu. So far Oxfam has reached 650,000 beneficiaries across the four locations with 400 staff and an equal number of volunteers. In line with Oxfam's one-programme approach linking humanitarian, development and advocacy work, the organization intends to maintain a presence in the affected areas in the medium-term in order to continue the current relief and early recovery work and link it to longer term reconstruction and development. The strategic objective of the development phase will be to go beyond the repair and reconstruction achieved in early recovery and build back better. The key sectors where Oxfam is intervening are WaSH and EFSVL (Emergency Food Security and Vulnerable Livelihoods). Shelter is being pursued in some locations and Protection and Gender are consistently mainstreamed across all programmes. Oxfam's Policy and Advocacy group is a key component of the overall strategy with targeted lobbying at local, national and international level to complement implementation on the ground.

 

In WaSH, four key areas are being addressed for longer term programming: water supply and water quality; septage; solid waste management; and sanitation marketing. The overall objective is to supercede the relatively low levels pre-typhoon with innovative programming involving the government, national partner organizations and the private sector. In livelihoods, the key target groups are coconut farmers and fishers, both of whom have been devastated by the destruction of the typhoon. Besides that, various smaller livelihoods groups will be targeted based on the local context of each programme location. Protection and Gender programming is mainstreamed across both WaSH and EFSVL with stand-alone programming in some locations.

 

Oxfam's total budget for each programme location varies between USD 6 and 8 million for 12 months starting 1 July 2014. Fundraising has been successful and is allowing Oxfam to plan for the long term beyond the relief and early recovery phases.

 

The Visayas programme is managed by the Humanitarian Programme Director based in Manila supported by a range of technical programme and business support coordinators.

  • Influence departmental director (SMT), sometimes senior staff from other divisions/Regions. External influence – other NGO’s (sometimes at HQ level), and other international organizations.

 

GENERAL FUNCTION

As the Philippines Emergency Food Security and Vulnerable Livelihoods Coordinator this role is expected to manage, support and provide technical oversight in the design, implementation, monitoring and evaluation of food security and livelihoods programmes of disaster-affected populations in the Philippines in order to meet immediate food needs; and ensure livelihoods assets are recovered, alternative livelihoods are provided, and livelihoods made resilient to subsequent hazards. Whilst the initial focus of the role will be on Haiyan-affected populations and the on-going programmes, this role has a wider scope for strategy development and to support humanitarian preparedness, including capacity building and contingency arrangements, lead the initial EFSVL coordination and response in the event of further emergencies in the Philippines, and act as the focal point for external coordination at the national level with regards to EFSVL.

 

Typhoon Haiyan Response

Support the EFSVL Haiyan Response Coordinator in the management, oversight and coordination of the programmes to address the food security and livelihoods needs of the affected Filipino population. Working with the EFSVL Team Leaders, MEAL Coordinator, Program Managers and partners ensure all relevant systems are in place for a quality programme enabling transition from emergency and early recovery to longer term sustainable livelihoods interventions.

 

National Coordination, Advocacy, Representation & Programme Development

Ensure Oxfam’s policies, learning and the interests of Oxfam’s beneficiaries are well represented in coordination fora at the national level including relevant clusters, working groups and other technical fora relating to EFSVL activities. Be proactive in pursuing and developing innovative partnerships and programming across the NGO, governmental, academic and private sectors which can support better, more effective, sustainable, resilient and diversified food security and livelihoods programmes. 

 

Humanitarian/Emergency Preparedness, Capacity Building & Response

Lead on humanitarian/emergency preparedness for EFSVL to include development and implementation of a capacity building plan (internal and partners), contingency planning, cash transfer preparedness, and coordination with external stakeholders in this regard. This role will also be responsible for leading the initial coordination of Oxfam’s EFSVL activities in the event of further emergency responses.

 

 

KEY RESPONSIBILITIES

 

Typhoon Haiyan Response

  • Ensure effective coordination and integration of the Philippines country programme and Haiyan response EFSVL activities, including in terms of policy and advocacy, DRR/CCA, and partnerships
  • Provide technical guidance and leadership in the development of the overall EFSVL response strategy for the early recovery and sustainable development of typhoon-affected livelihoods
  • Support the EFSVL Team Leaders in the design, implementation, monitoring and evaluation of the programmes, both through remote support and field visits
  • Support the EFSVL Team Leaders in ensuring the technical quality of the programmes;
  • Seek out opportunities of increasing the effectiveness and efficiency of the EFSVL programmes, including innovative programming and technological opportunities; this can include identifying technical research or study requirements, developing related TORs and managing the process
  • Identify opportunities of scaling up and ensure these are coherent with the rest of the programme, working closely with WASH, protection, gender, logistics, finance, admin, HR and other OI/agencies as relevant
  • In coordination with TLs and Program Managers identify capacity building requirements for EFSVL team members and support in the development and roll-out/delivery of training
  • Support the MEAL Coordinator in programme impact monitoring and ensure systems are in place to monitor the ongoing needs of the population in terms of key food security and livelihoods indicators
  • Represent Oxfam in EFSVL-related clusters and other coordination fora for the Haiyan response at national/Manila level and liaise regularly with NGOs, UN, government and other stakeholders
  • Ensure that all work is carried out in a way that is sensitive to community needs and gender issues and in particular to promote the full and equal participation of women in all aspects of the EFSVL programmes
  • Participate in Oxfam’s Senior Management Team (Haiyan Response) meetings

 

Programme Development

  • Bring longer term staff and different teams together at country level to ensure integration of development and humanitarian teams and approaches.
  • Be proactive in pursuing and developing innovative partnerships and programming across the NGO, governmental, academic and private sectors which can support better, more effective, sustainable, resilient and diversified food security and livelihoods programmes
  • Lead on strategy development for EFSVL programming ensuring effective transition from emergency to early recovery to longer term livelihood support in line with the overall country strategy
  • Support the development of funding proposals and liaise with donors as required
  • Support programmes in the design, field implementation and documentation of field research projects and ensure findings are made accessible to programmes, and shared with OI and inter-agency forums;
  • Participate in Oxfam Philippines Country Management Team meetings

 

National Coordination, Representation & Advocacy

  • Attend relevant clusters, coordination mechanisms, events and technical fora at national/Manila level to ensure Oxfam’s position and the interests of beneficiaries are appropriately represented
  • Work closely with the Policy & Advocacy team to ensure that EFSVL issues are well represented in all communications material and media, and provide technical contributions to the identification and development of advocacy issues and materials
  • Support country and regional level advocacy work that is coherent with, and informs, Oxfam’s global advocacy work on hunger and food crises to promote good policy and practice in the humanitarian system

Humanitarian/Emergency Preparedness, Capacity Building & Response

  • Develop, lead and implement a capacity building plan for emergency preparedness for Oxfam and relevant partner staff, including topics such as emergency assessment and analysis (e.g. 48 Hour Tool), market analysis (e.g. EMMA), and the design and implementation of emergency interventions; coordinate with other agencies when possible to identify opportunities for joint capacity building
  • Provide mentoring/coaching support to key staff in country;
  • Ensure that CTP emergency preparedness measures are explored and put in place (e.g. pre-agreements with FSPs, capacity building requirements) in coordination with the finance team; this includes providing technical support to the ongoing project with Visa and working with the CTP Officer on the best options with regards to other FSPs, including e-transfers and others
  • Participate in contingency planning processes as required
  • Support recruitment of additional EFSVL staff as per analysis of HR structure and requirements, including for emergency response interventions
  • Coordinate with identified humanitarian partner organisations in terms of their preparedness and contingency planning for EFSVL
  • In the case of further disasters act as the lead for the coordination of EFSVL assessments and interventions, including identifying and supporting human resource requirements, contributing to funding proposal development, and ensuring the necessary plans and systems are put in place in coordination with the support teams to enable the rapid implementation of a quality EFSVL response
  • Participate/lead in market assessments and other assessments as needed, including advising on appropriate tools and methodologies and development of the same as required

 

 

SKILLS AND COMPETENCE:

  • Substantial experience (5-10 years) of design, implementation and scale up of (EFSL) programmes including CTP in emergencies and experience in INGO representation at external fora at national and international level;
  • Professionally qualified food security and livelihoods programme manager and coordinator, preferably with experience in a large and / or complex organisation, and the ability to influence and support colleagues in appreciating the importance of financial standards, procedures and controls;
  • Experience conducting rapid and in-depth analysis of food security and livelihoods situations, and effectively communicating findings and recommendations
  • Experience with developing food security and livelihoods strategies and experience of having both developed a long term vision for food security and livelihoods whilst working on an emergency programme Familiarity with food security and livelihoods analysis and/or programming in urban contexts.
  • Experience of leading the implementation of operational improvements and the persistence to achieve change in a challenging environment;
  • Leadership qualities and people management expertise to provide direction and effective support to a multidisciplinary and multicultural team;
  • Representational, diplomatic and advocacy skills to enable the post holder to operate effectively within Oxfam and in external networks.
  • Thorough understanding of information systems and information technology with a sound knowledge of their development and capabilities;
  • Ability to gain and apply knowledge of the statutory requirements of countries in the region and of the impact of local culture and tradition.
  • Excellent verbal and written communication skills, including high-level interpersonal and representational capabilities; fluency in written and spoken English essential.  
  • Ability to effectively advise and support field staff using methods such as mentoring, coaching, shadowing, demonstration, accompaniment, training, written advice, verbal advice, research and development
  • Ability to operate and think strategically, coupled with proven analytical skills and the use of these to problem solve and make firm decisions;
  • A strong commitment to Oxfam’s purpose, a broad understanding of the work culture in the “development” sector and its impact on key areas of responsibility and a commitment to humanitarian principles and action ;
  • An understanding of gender and diversity considerations within key areas of responsibility and commitment to addressing inequalities in the workplace and the programme.
