Job Overview/Summary:

Health programs represent the largest single sector within which IRC currently operates, constituting approximately 45% of the international budget and with activities in 22 countries. Within the IRC’s Health Unit, the health information management team works to increase the impact of health programs through health information systems and epidemiological investigation and research, to rapidly detect public health problems, to develop, evaluate and disseminate improved methods to collect and use data in humanitarian settings and to build capacity of IRC staff and partners to improve health information management efforts.

The Health Information Specialist will be responsible for providing routine support to country programs for implementing health information systems in the field. The Specialist will work collaboratively with field staff to review and design appropriate, high-quality, health information systems and electronic data collection (mHealth) solutions.

Major Responsibilities:

  • Provide routine data management support to country teams. Support could include database creation, data flow mapping, data collection tool development, and guidance for electronic data collection projects.
  • Facilitate the use of the organizational data platform. This project will include staff training on use of the system and analysis methods.
  • Provide support to and conduct health information reviews. This includes field visits, training in data management, and database creation where appropriate. Staff training, guideline development, and toolkit creation is a priority of this project.
  • Provide support for on-going data quality initiatives including coordinating data audit analysis and standardizing data quality checks for country teams.
  • Support Health Unit efforts to encourage and guide the use of mobile and emerging technology in data collection
    • this would include using mobile devices for data collection, and facilitating the expansion of mHealth projects, with staff training and guideline creation where applicable.
  • Keep up to date with current software for mobile data collection and mHealth research.
  • In special cases, supervise data collection activities for research studies and surveys carried out for IRC-supported projects (i.e., operational research, health and nutrition surveys, etc).
  • Represent IRC in relevant conferences and partnerships.
  • Perform other tasks as negotiated with supervisor.

Job Requirements:

  • MPH or MSc desired
  • At least three years’ experience with health information systems and mHealth applications, with at least one year in the field, including experience in data management and conducting quantitative data collection
  • Communication skills: experience and the ability to write professional documents, the ability to deliver effective presentations to Health Unit and field staff
  • People skills: the ability to lead staff and promote productivity
  • Training skills: the ability to transfer technical knowledge and skills
  • Software skills: advanced use of Excel, familiarity with and prior use of mobile software (ODK, Magpi, Kobo, etc.), statistical software (?)
  • French language skills desirable
  • Willingness to travel to support field activities
